Is the Security and Human Rights Situation Deteriorating in Khyber Pakhtunkhwa?
Synopsis
Key Takeaways
Islamabad, Nov 10 (NationPress) The Human Rights Commission of Pakistan (HRCP) has expressed its worries regarding the declining security and human rights conditions in Khyber Pakhtunkhwa. Reports from local media indicate a state of fear, lawlessness, and a significant decline in the authority of civilian governance within the province.
In its recent fact-finding report titled 'Caught in the Crossfire', the HRCP revealed that approximately two-thirds of all reported attacks in Pakistan throughout 2025 occurred in Khyber Pakhtunkhwa, predominantly targeting security forces and law enforcement agencies, as reported by The Express Tribune.
The report highlights that the epicenter of this violence is located in the merged districts, where residents are grappling with insecurity, forced displacements, and restricted access to justice.
The findings indicate that civilian casualties are frequent, and intelligence-led operations are reportedly being executed without civilian oversight. Furthermore, police and local officials are often excluded from crucial decisions regarding law and order.
The HRCP emphasized that testimonies from affected communities reflect a growing dissatisfaction over arbitrary detentions, the persistent existence of internment centers established under the Actions (in Aid of Civil Power) Ordinance, 2019, and ongoing cases of enforced disappearances.
The report also points out that journalists reporting on these matters face censorship, threats, and targeted assaults, which significantly impede transparency and freedom of expression. Additionally, tribal elders, political activists, and peace advocates are under threat, contributing to a pervasive atmosphere of insecurity and mistrust.
On November 8, a police officer was injured when unidentified assailants targeted a checkpost in the Tangi area of Khar tehsil, Khyber Pakhtunkhwa.
An official reported that the injured officer, identified as Azad Khan, was struck by gunfire from an unknown location, as per Dawn, a leading daily in Pakistan. Initially, he was taken to the District Headquarters Hospital in Khar for medical attention, but was subsequently referred to a hospital in Peshawar for more advanced treatment. Fortunately, the police officer is reported to be out of danger.
