Mumbai's famously overcrowded local train network is about to get its biggest comfort upgrade in decades. Maharashtra Chief Minister Devendra Fadnavis on Thursday, 13 August 2026 welcomed the central government's decision to manufacture 238 new air-conditioned local trains for the city — a move he says will transform the daily lives of millions of commuters.

The Mumbai Suburban Railway is one of the world's busiest commuter rail systems, moving an estimated 7–8 million passengers every day across its Western, Central, and Harbour lines. The network has long been synonymous with extreme overcrowding — a daily reality for working-class and middle-class Mumbaikars alike. Air-conditioned EMU rakes have been introduced in select sections since the mid-2010s, but their numbers have remained limited relative to the scale of demand. 238 new AC rakes would represent a substantial leap in that fleet.

Spreading production across ICF, RCF, and MCF signals a deliberate push to accelerate timelines through parallel manufacturing — a strategy Indian Railways has employed on other high-priority rolling-stock programmes. The 2027 first-train target gives the supply chain roughly a year to deliver the inaugural rake, with a phased rollout across Mumbai's corridors expected to follow. Milestones at each factory will be the clearest early indicator of whether the schedule holds.

Fadnavis framed the announcement within the broader Viksit Bharat 2047 vision — the central government's long-range blueprint for a developed India — and its state-level counterpart. Urban rail modernisation, particularly in high-density corridors, has been a consistent pillar of that agenda, with similar AC coach deployments extended to other busy suburban networks in recent years.
