The Ahmedabad Municipal Corporation (AMC) has deployed 12,000 enumerators and 2,000 supervisors for the first phase of Census-2027, with house listing and housing enumeration set to begin across the city on 1 June. The exercise, running through 30 June, follows a state government notification dated 5 May and forms part of the nationwide census programme announced by the Centre.

Scale of Deployment

The AMC's City Census Department confirmed that enumerators have been drawn from central and state government departments, semi-government offices, and educational institutions across all 48 wards of Ahmedabad. All appointed staff have been allocated to wards under the charge of municipal corporation officers, with deployment completed in accordance with official appointment orders.

Approximately 7,500 personnel have already completed training as of 15 May, with the remaining sessions scheduled to conclude by 21 May. Training is being conducted across schools and community halls spread over all 48 wards.

Digital-First Approach

Census-2027 will be conducted entirely through digital tools — a significant departure from earlier paper-based exercises. Enumerators will use mobile applications for door-to-door data collection, while citizens can participate through a self-enumeration portal open to Gujarat residents from 17 May to 31 May. The online facility allows households to submit details on housing conditions and amenities before physical enumeration begins.

The house listing phase will capture data on housing conditions, household amenities, and assets — information that feeds into policy planning across housing, infrastructure, and welfare programmes.

Compliance and Disciplinary Measures

The AMC has issued a clear warning to appointed personnel: employees absent from training sessions or non-compliant with census duties face disciplinary action under Section 11 of the Census Act, 1948, including the possibility of criminal proceedings. Officials have urged citizens to cooperate fully with enumerators and provide accurate information during both the self-enumeration and door-to-door phases.

Broader Census Timeline

The nationwide Census-2027 is structured in two phases. The first — house listing and housing enumeration — is being conducted across states in June 2027, while the second phase, covering population enumeration, is scheduled for 2027. India's last census was conducted in 2011; the 2021 census was postponed due to the Covid-19 pandemic, making this the first full enumeration in over a decade. Ahmedabad's early mobilisation signals Gujarat's intent to be among the frontrunners in completion.
