Guwahati, July 24 (NationPress) - The Central Bureau of Investigation (CBI) has charged an assistant professor from the College of Agriculture in Pasighat, Arunachal Pradesh, for allegedly accepting a bribe of ₹1.95 lakh to favor a specific supplier and plotting to award contracts for goods at inflated prices, as reported by an official.
Pavankumar Goudar was charged on Wednesday with criminal conspiracy, soliciting bribes/undue advantages as a public servant, and related charges involving bribing a public servant by a commercial entity and abetting the crime, according to a CBI spokesperson.
The CBI acted on a tip-off indicating that Goudar had conspired with Anand Kumar Dwivedi, the owner of Matrix Solution in Pasighat, along with unidentified accomplices, with the deliberate intent to inflict financial harm on the college.
The CBI's FIR mentioned that Dwivedi transferred a bribe of ₹1.95 lakh in May 2025 to a designated bank account provided by Goudar in exchange for favoritism in contract awards and supply of goods in previous instances.
According to the FIR, sources indicated that Goudar recently awarded a contract to Dwivedi for the supply of 30 Milton buckets at an inflated price.
On July 3, Dwivedi supplied the buckets, and on July 15, Goudar informed him that, despite the order for 30 pieces at an inflated cost of ₹75,000, the actual value of the goods supplied was only ₹36,000 at ₹1,200 each, demanding a bribe of ₹39,000 as the difference, according to the FIR.
Additionally, Goudar sought a residual bribe of ₹24,000 from previous transactions with Dwivedi related to the supply of goods.
Dwivedi consented to pay a total of ₹55,000 as a bribe against the requested amount of ₹63,000, as reported by the investigative agency.
A source disclosed that on July 21, Goudar reminded Dwivedi about the bribe payment and urged him to settle the ₹55,000 by Wednesday.
Following a warning that a bribe exchange was imminent on that Wednesday in Pasighat, the CBI initiated an investigation and registered an FIR.
A preliminary report in the FIR stated: “A regular case has been filed under sections 61(2) of BNS and sections 7, 8, 9, 10, and 12 of the Prevention of Corruption Act, 1988 (amended in 2018) against Goudar, Dwivedi, and unknown others; the case investigation is assigned to CBI, ACB, Guwahati.
