Delhi's Transport Minister Pankaj Kumar Singh on Friday, 3 July declared the launch of the Delhi EV Subsidy Portal and the unveiling of the Delhi EV Policy Booklet by Chief Minister Rekha Gupta a transformative step in the capital's shift toward clean and sustainable mobility. The digital platform is designed to deliver purchase incentives to eligible electric vehicle buyers in a transparent, time-bound, and fully paperless manner.

How the Portal Works

Under the new system, eligible EV buyers can submit their purchase incentive applications online within 30 days of the generation of their vehicle's Registration Certificate (RC). Once a complete application is submitted and documents are verified, the approved subsidy will be credited directly to the applicant's bank account via the Aadhaar-Based Payment System (ABPS) within 60 days.

If additional documents or clarifications are needed, applicants will be notified digitally through the portal and given adequate time to respond. The Minister described the end-to-end process as 'seamless, paperless and citizen-friendly.'

What the Government Said

'We are not only introducing a digital platform but also reinforcing our commitment to transparent governance, timely service delivery and citizen-centric reforms,' Singh said at the portal launch event.

He also called on vehicle manufacturers, charging infrastructure providers, and industry stakeholders to act on their investment commitments without waiting for the policy's full operational rollout. 'Together, we must build a robust EV ecosystem that establishes Delhi as the national benchmark for clean mobility,' he said.

Infrastructure Push and Broader Goals

Singh noted that the Delhi government is rapidly expanding EV charging infrastructure across the city. He emphasised that the administration's ambition extends beyond merely increasing the count of electric vehicles on Delhi's roads.

'Our goal is not merely to increase the number of electric vehicles on Delhi's roads, but to build a comprehensive ecosystem that provides citizens with timely subsidies, world-class charging infrastructure, efficient public services and a cleaner environment,' the Minister said.

Significance for Delhi's Green Mobility Push

The portal launch comes as Indian cities face mounting pressure to cut vehicular emissions, with Delhi consistently ranking among the most polluted urban centres globally. A digital, Aadhaar-linked subsidy pipeline addresses a long-standing complaint that EV incentives were slow and opaque in reaching end consumers. Notably, the direct-benefit-transfer model mirrors successful frameworks used in other central and state welfare schemes, lending it institutional credibility.

With the policy booklet now public and the portal live, the next test will be the speed and scale of actual subsidy disbursements — the metric that will determine whether Delhi's EV ambitions translate into measurable adoption on the ground.
