Former Cabinet Secretary K.M. Chandrasekhar has been reappointed Vice-Chairperson of the Kerala State Planning Board, marking his second term in the pivotal policy body and signalling Chief Minister V.D. Satheesan's intent to anchor the state's development agenda in seasoned administrative expertise. The appointment was confirmed on 21 July from Thiruvananthapuram.

A Return to Familiar Ground

Chandrasekhar, 78, previously led the Planning Board during the Oommen Chandy-headed United Democratic Front (UDF) government's 2011–16 tenure, during which he was closely associated with landmark infrastructure projects including the Kochi Metro and the Vizhinjam Port. His reappointment represents a direct continuity of that policy lineage under the current UDF administration.

One of India's most distinguished civil servants, Chandrasekhar served as Cabinet Secretary under the second United Progressive Alliance (UPA) government led by former Prime Minister Dr Manmohan Singh — the highest administrative post in the Union government. That experience at the apex of the federal bureaucracy is expected to bring both credibility and institutional heft to the Board.

Fiscal Reform at the Core

Chandrasekhar's return to the Satheesan government's policy framework began soon after it assumed office, when he was tasked with heading the high-level committee that drafted the White Paper on Kerala's finances. That document offered a frank assessment of the state's fiscal position and laid the groundwork for the government's financial reform agenda — a signal of the trust the administration places in his judgement.

As Vice-Chairperson, he will lead the Planning Board's work in formulating development strategies, evaluating projects, and advising the government on key policy directions. His familiarity with Kerala's administrative machinery, combined with his Union government experience, is expected to lend continuity as the Board navigates the state's ongoing fiscal pressures.

Board Composition

Chief Minister V.D. Satheesan will serve as Chairperson of the newly constituted Planning Board. Cabinet colleagues P.K. Kunjalikutty, Sunny Joseph, Mons Joseph, Shibhu Baby John, and C.P. John have been included as members. A panel of expert members drawn from diverse sectors is expected to be appointed by the government in the coming days.
