Have Senior SICOP Officials Been Booked by J&K ACB for Alleged Illegal Appointments?
Synopsis
Key Takeaways
Jammu, Jan 30 (NationPress) The Jammu and Kashmir Anti-Corruption Bureau (ACB) announced that it has filed an official complaint against high-ranking officials from the Jammu division of the State Industrial Development Corporation (SICOP) concerning alleged unlawful appointments, regularisations, and promotions that violate established regulations.
A statement released by the ACB on Thursday indicated, "The Jammu Anti-Corruption Bureau (ACB) has initiated a formal case against senior personnel of the city unit of the State Industrial Development Corporation (SICOP) in relation to purported illegal appointments, regularisations, and subsequent promotions executed in blatant disregard for rules and prescribed procedures."
"The Jammu ACB has registered a formal case under Sections 5(1)(d) in conjunction with Section 5(2) of the J&K Prevention of Corruption Act, Samvat Calendar year 2006, and Section 120-B rules of professional conduct at Jammu ACB Police Station against R.K. Razdan, the former Managing Director (MD) of Jammu SICOP (now retired), Kunal Choudhary (currently Deputy General Manager, Jammu SICOP), and others, concerning allegations of illegal appointments, regularisations, and promotions involving Kunal Choudhary, who is currently serving as SICOP Deputy General Manager.
"During the verification process, it became evident that R.K. Razdan, the former SICOP MD, by misusing his official position and in collusion with others, engaged Kunal Choudhary as Technical Assistant on a temporary basis for six months without any public advertisement or inviting applications from qualified candidates."
This temporary engagement was conducted at the sole discretion and in a selective manner by R.K. Razdan, the ACB statement elaborated.
"Further verification revealed that after just six months of temporary service, Kunal Choudhary (Technical Assistant) was regularised without fulfilling any existing eligibility criteria and devoid of any government policy sanctioning regularisation, rendering his appointment arbitrary and unlawful."
"Subsequently, he was elevated to the role of Manager without any advertisements or consideration of the seniority of other qualified candidates."
"By acting in this fashion, R.K. Razdan, the former Jammu SICOP MD (now retired), through gross abuse of his official capacity and in a well-orchestrated criminal conspiracy with others including Kunal Choudhary, unlawfully appointed him as Technical Assistant. Kunal Choudhary has since ascended to the position of Jammu SICOP Deputy General Manager, through manipulation that contravenes service regulations, thereby granting undue advantage to the beneficiary in terms of salary, allowances, and seniority."
Ongoing investigations are being conducted, as stated by the ACB.
