Quoting Dr. B.R. Ambedkar, the Governor noted that the Constitution's success relies on the populace and their elected representatives. He urged citizens to choose representatives who embody constitutional values and to fortify democracy via dialogue and accountability.
The Governor highlighted that the Republic's strength lies in unity in diversity and a commitment to constitutional values, urging collective efforts to foster a secure, harmonious, and prosperous Karnataka and India.
In alignment with Dr. Ambedkar’s vision, Gehlot pointed out that political democracy must be complemented by social and economic democracy, grounded in liberty, equality, and fraternity.
He noted that the Karnataka government prioritizes these constitutional principles by addressing regional disparities, ensuring representation for marginalized groups in government jobs, and implementing various commission recommendations.
The Governor revealed that the state allocates Rs 1.12 lakh crore annually for public welfare, with over Rs 1.13 lakh crore disbursed under guarantee schemes. He cited studies showing these schemes have enhanced purchasing power, bolstered women’s financial independence, and contributed to stable consumer price indices.
Surveys indicate that Bengaluru is ranked first nationally in women’s safety.
According to Family Survey data, 1.37 crore families are set to receive direct financial benefits during 2024-25 through various government schemes, with benefits transferred directly to beneficiaries’ bank accounts, eliminating intermediaries.
The Governor noted that these guarantee schemes, inspired by the concept of Universal Basic Income, have positively impacted women’s lives by supporting education, healthcare, nutrition, and livelihood activities. He highlighted the introduction of 12 days of paid menstrual leave annually for women workers as a progressive development.
Gehlot stated that the government is focused on employment generation and infrastructure development, allocating Rs 83,200 crore for capital expenditure in the 2025-26 Budget. Projects valued at approximately Rs 1.5 lakh crore are currently underway in Bengaluru, with a focus on attracting investments in sectors such as semiconductors, aerospace, communication equipment, and quantum technology.
On revenue administration, the Governor mentioned that over 80 percent of long-pending cases in revenue courts have been resolved, revenue courts have been digitized, and more than 91,000 podis have been completed.
He added that 4,050 unrecorded villages have been designated as revenue villages, and title deeds have been issued to over 1.11 lakh beneficiaries.
Highlighting educational initiatives, Gehlot stated that Karnataka is evolving into a significant education hub, with LKG and UKG classes being introduced in government schools and about 8.5 lakh students enrolled in residential schools and hostels. He also mentioned special programs for Kalyana Karnataka and emphasized skill-based education through new GTTCs, polytechnic colleges, and skill parks.
In the healthcare sector, the Governor stated that Karnataka boasts the highest number of primary health centres, hospitals, and medical colleges in the country relative to its population, and is developing multiple cities as health hubs. New initiatives have been introduced for doorstep health check-ups and to combat malnutrition, while strict measures are being taken against food adulteration.
Gehlot noted that robust law and order have facilitated Karnataka's ability to attract foreign investment, citing the India Justice Report 2025, which ranked the state first in justice delivery. He highlighted measures taken to combat drug trafficking, enhance cyber policing, prevent atrocities against Scheduled Castes and Scheduled Tribes, and improve police infrastructure.
