Separately, speaking to reporters in Kalaburagi, Shivakumar confirmed that the state government is conducting a comprehensive ground-level assessment of the drought situation across the Kalyana Karnataka region, which includes districts such as Bidar, Kalaburagi, Raichur, Koppal, Yadgir, and Vijayanagara.
'I have come here to assess the drought situation in the Kalyana Karnataka region. I am meeting the people and their representatives, and I will be holding a series of meetings during my visit,' he said. He also indicated he would travel to Belagavi within the next two to three days to review conditions there.
The Chief Minister noted that the government had received multiple representations from residents of Bidar and neighbouring areas seeking relief. He said the newly established Praja Seva Department (Public Service Department) and a dedicated ministry for public grievances would be central to processing these requests.

Shivakumar was careful to set expectations around the timeline and process for any drought relief package. 'There is a legal framework for declaring an area drought-affected for the purpose of releasing relief packages. We will assess the situation in rural areas and take appropriate decisions in accordance with the law,' he said.
He assured that every petition submitted would be individually verified, and that relief or compensation would be extended wherever warranted. 'Wherever relief or compensation is warranted, justice will be ensured. Our government is committed to providing all necessary assistance to those who are genuinely affected,' Shivakumar added.
