Shivakumar addressed the ‘Kusuma Sanjeevini’ initiative, which offers preventive treatment for hemophilia patients. Shivakumar made these remarks on Wednesday during the launch of preventive treatment for hemophilia patients and the 108 ambulance services at an event hosted by the Department of Health and Family Welfare at the Nehru Planetarium in Bengaluru.
During his speech, Dy CM Shivakumar stated, “We have introduced five guarantees, which include free bus services for women, free electricity, and financial assistance of Rs 2,000. Although these initiatives may strain the state’s finances, we believe it is essential for the well-being of our people.”
“Our aim is to alleviate mental stress caused by financial burdens. When people are confident, they are more likely to seek help. Therefore, the government is dedicated to fostering financial confidence and mental fortitude among citizens, enabling their financial empowerment,” he added.

On the subject of hemophilia, Dy CM Shivakumar remarked, “Hemophilia is a grave condition, and today we have gathered patients, researchers, and medical professionals. This is a significant occasion for us. It is our belief that we must strengthen your lives. No individual or child wishes to have such illnesses; it is simply a part of nature. It is not the fault of the children or their parents.”
“We must accept this reality. Health Minister Dinesh Gundu Rao mentioned that the cost of one injection per month is around Rs 50,000, with annual expenses totaling Rs 5 lakh per patient. While such costs are substantial, they should not render those affected feeling powerless. Acknowledging the financial strain on families, the government has pledged to intervene,” he explained.
Shivakumar further noted that the Health Minister had presented the proposal to the Cabinet, which has been approved. “It doesn’t matter which government in the country undertakes this initiative; Karnataka should take the lead, and we have made that decision,” he emphasized.
Reflecting on his previous role as Medical Education Minister, he stated, “Karnataka is at the forefront of medical education. Our doctors excel globally—be it in the US, Australia, or Europe. Each year, we produce 13,940 doctors, including over 3,000 postgraduates. Karnataka is the sole state in the nation with approximately 70 medical colleges, ensuring at least one is present in every district.”
He also mentioned that more than one lakh paramedical staff receive training in the state. “When I held that position, I granted permissions generously. Today, aspiring medical professionals from Kerala and Assam come to Karnataka for training and often settle abroad,” he stated.

He encouraged patients to maintain their confidence. “Even children should not lose hope. Nothing is beyond reach. Opportunities are provided by God, not gifts or curses. Our Health Department is revolutionizing the healthcare sector. Vote to bring this government back to ensure ongoing support,” he urged.
“We will not compromise on any requests from the Health Department,” he affirmed.
He assured parents that they would no longer need to worry about monthly treatment costs of Rs 50,000. “Health is the foundation of prosperity.
