Manipur Chief Minister Yumnam Khemchand Singh on Wednesday, 23 September 2026, called on newly inducted civil servants to discharge their duties with dedication and a firm sense of commitment to the state and nation, aligning their work with the Viksit Bharat 2047 vision championed by Prime Minister Narendra Modi. The Chief Minister was addressing Utkarsh 2026, a felicitation ceremony for successful Manipur Public Service Commission (MPSC) candidates and a farewell event for the outgoing batch of the Alternative Learning Systems – Indian Administrative Service (ALS IAS) coaching institute, held at the Palace Auditorium, Manipur State Film Development Society (MSFDS), Imphal.

Recognising the Achievers

The Chief Minister praised the outstanding performance of candidates who cleared both the recently declared MPSC examination results and those who succeeded in examinations conducted by the Union Public Service Commission (UPSC). He attributed these achievements to the hard work of the candidates as well as the sustained efforts of the coaching institute. Khemchand Singh described the successful candidates as the future backbone of the state's administrative machinery, underscoring their pivotal role in driving progress at both the state and national level.

Unity and Identity in a Diverse State

In a pointed appeal that went beyond administrative formalities, the Chief Minister emphasised that Manipur, home to 36 different communities, requires a strong sense of belongingness and unity among its people. He urged the gathering to see themselves first as Manipuris and secondly as Indians — a framing aimed at bridging ethnic and community divides that have historically been a challenge in the state. The message carries added weight given the complex social fabric of the region.

Chief Minister's Scholarship Scheme: What It Offers

Khemchand Singh disclosed that the state government has earmarked a budget of ₹2.8 crore under the Chief Minister's Scholarship Scheme, designed to provide aspiring civil service candidates with access to quality coaching without having to leave the state. Education Department Commissioner-cum-Secretary Ningthoujam Geoffrey added context, noting the scheme was launched in 2019, with online classes beginning at inception and physical classes commencing in 2021–2022. Geoffrey, recalling his own experience of travelling outside Manipur for civil service coaching, said the initiative was specifically conceived to eliminate that burden for future aspirants.

A Beginning, Not an End

Addressing the outgoing batch, Geoffrey stressed that the completion of the programme marked the start of a new journey, not its conclusion, and urged candidates to continue working hard. Chief Secretary Rajeev Singh Thakur, senior administrative officers of the state government, students, and parents were among those present at the programme.

The event reflects the state government's continued push to develop administrative talent locally, even as Manipur navigates broader socio-political challenges. How effectively these newly minted officers translate their training into ground-level governance will be closely watched in the months ahead.
