How Self-Enumeration Works
Citizens can fill in their household details independently through an online portal between 1 May and 15 May. This self-submitted data will subsequently be verified by enumerators during house-to-house visits. Officials said the initiative is expected to enhance transparency, accuracy, and public participation in the Census process.
Following the self-enumeration window, House Listing Operations (HLO) will be conducted from 16 May to 14 June. During this phase, enumerators will gather data on housing conditions, assets, and basic amenities through a structured questionnaire of 33 questions.
Two-Phase Structure
Census 2027 is structured in two phases. Phase I covers Self-Enumeration and House Listing Operations, running through June. Phase II, the Population Enumeration phase, is scheduled for February 2027, with the reference date set as 1 March 2027.
The Census is conducted under the provisions of the Census Act, 1948, and the Census Rules, 1990. Pegu noted that digital transformation is expected to improve data quality through pre-loaded questionnaires and enable faster processing for timely publication of results.
Data Security and Helpline
On data security, Pegu assured that stringent safeguards are in place to maintain confidentiality. Individual and household-level data will remain undisclosed, with only aggregated data released for policy formulation and development planning. Mobile numbers collected will be used strictly for communication and verification purposes.
Subhasish Chatterjee, Joint Director, Directorate of Census Operations, Meghalaya, announced the launch of a national toll-free helpline — 1855 — to assist citizens with queries related to house listing, population enumeration, and general Census procedures.
Notably, certain categories including foreigners and diplomatic personnel will be excluded during the House Listing Operations phase. Officials also underscored the role of media professionals in spreading accurate information and dispelling misconceptions about the Census process.
