A housing complex in Mundamveli, Kochi, once projected as a flagship achievement of the Pinarayi Vijayan-led Left government's Life Mission programme, is now the subject of a formal Vigilance investigation ordered by the current V.D. Satheesan government over serious construction irregularities. The probe was ordered on Wednesday, 30 September, following persistent complaints from residents about the safety and quality of the flats.

A total of 78 families have been living in the complex since it was commissioned in 2024. In under two years, what was meant to be a transformative moment — owning a home — has reportedly turned into daily hardship, with residents alleging unresolved structural defects despite repeated complaints to authorities.

How the Probe Was Ordered

The Vigilance inquiry was recommended by Minister K.M. Shaji and subsequently authorised by the Satheesan government. Construction-related concerns surrounding the Mundamveli complex had already been raised during the previous Assembly session, signalling that the problems were not new to the political establishment. The formal investigation now brings those concerns into the domain of accountability.

Notably, Chief Minister V.D. Satheesan last week stated that the Mundamveli flats should be demolished — an unusually stark assessment that underscores the severity of the structural concerns surrounding the project.

What the Inquiry Will Examine

The Vigilance probe is expected to scrutinise multiple layers of decision-making. According to reports, investigators will look into how the project was awarded and executed, and whether prescribed technical procedures were adhered to at each stage.

Among the specific concerns is the decision to use the pre-engineered building method — reportedly promoted as a modern, cost-effective, and faster construction approach under Life Mission. Critics argue the method was adopted under pressure to rapidly scale up housing numbers, without adequate assessment of its suitability or the executing agency's capabilities.

Questions have also been raised over the contract being awarded to the TDLC, which allegedly lacked prior experience in the pre-engineered building method. The Greater Cochin Development Authority (GCDA) has come under scrutiny for reportedly awarding the contract without sufficient technical vetting. Additionally, the technical committee of the Local Self Government Department faces allegations of failing to assess whether the company had the capacity to execute the design it had prepared.

Life Mission's Political Legacy Under Scrutiny

The Life Mission housing programme was a centrepiece of the previous Left Democratic Front (LDF) government's welfare narrative. Former Chief Minister Vijayan and then Local Self Government Minister M.B. Rajesh had repeatedly cited Life Mission as evidence of the Left's commitment to housing the poor.

The deteriorating condition of the Mundamveli complex has now placed that narrative under direct challenge. This comes amid a broader pattern of scrutiny over the Life Mission programme, which had previously drawn attention over funding and implementation questions in other parts of Kerala.

What Happens Next

The Vigilance probe will determine whether the construction failures stemmed from technical lapses, faulty decision-making, inadequate regulatory scrutiny, or other irregularities. Its findings are expected to carry significant political and administrative consequences, given the programme's prominence in the previous government's record.
