Pallavi Patel booked after Lucknow railway protest over UGC rule
Synopsis
Key Takeaways
Pallavi Patel, legislator from Sirathu and leader of Apna Dal (Kamerawadi), was booked on 9 May after leading a large-scale protest inside Charbagh Railway Station in Lucknow, demanding immediate implementation of the University Grants Commission (UGC) Equity Regulation 2026. A case has been registered against her and unidentified party workers under multiple sections of the Railway Act, with the matter forwarded for judicial proceedings.
How the Protest Unfolded
According to police, between 350 and 400 Apna Dal (Kamerawadi) workers — men and women — gathered in the circulating area of Charbagh Railway Station, carrying party flags, banners, and posters while raising slogans. The demonstration turned confrontational when Patel and her supporters rushed through the escalator passage toward Platform 1, entering railway premises without authorisation.
The group then descended onto the railway tracks between platforms one and two and climbed onto an inspection vehicle stationed on the line. From atop the vehicle, Patel continued leading slogans, disrupting operations within the railway zone.
Police Response and Dispersal
Inspector Bhupendra Singh, accompanied by Government Railway Police and civil police personnel — including Sub-Inspectors Ramesh Kumar Rawat, Balram Meena, and Radheyshyam Tripathi along with several constables — moved in to control the situation. After nearly 10 minutes of confrontation, authorities managed to escort Patel and her supporters out of the station at around 1.25 pm.
Police officials stated that arrests could not be made on the spot due to volatile circumstances and the overriding priority of maintaining law and order.
Sections Invoked and Legal Proceedings
Officials said the actions of Patel and her party workers amounted to unauthorised entry into railway premises and creation of a nuisance, punishable under Sections 147, 145, and 156 of the Railway Act. A case has been registered against Patel and other unidentified workers, and investigations are underway.
The matter has been forwarded to the Additional Chief Judicial Magistrate, Railway Court, Lucknow, for judicial proceedings, and information has been sent to senior officers.
The Demand Behind the Protest
The protest centred on the demand for immediate implementation of the UGC Equity Regulation 2026, a policy that Apna Dal (Kamerawadi) has been pushing as a key social justice measure. This is not the first time the party has used high-visibility public spaces to press its demands — railway stations and public squares have increasingly become preferred venues for opposition-aligned groups seeking media attention. Notably, the choice of Charbagh, one of Lucknow's busiest transit hubs, amplified the disruption and ensured wider visibility.
With the case now before the Railway Court, Patel faces potential legal consequences that could test her political standing ahead of upcoming electoral cycles in Uttar Pradesh.
