A cooperative dairy brand from Assam has just crossed an international border — and it carries the livelihoods of North Eastern farmers with it. Union Commerce and Industry Minister Piyush Goyal on Wednesday, 29 July 2026 celebrated the flagging off of Purabi Ice Cream exports to Bhutan, calling it 'a sweet milestone for India' and crediting the initiative to the West Assam Milk Producers' Cooperative Union Limited and export promotion body APEDA.

Purabi reaches Bhutan: what this first shipment means

The export consignment was flagged off by Assam Chief Minister Himanta Biswa Sarma, lending state-level political weight to what is a significant commercial first for the cooperative. The West Assam Milk Producers' Cooperative Union Limited markets its products under the Purabi brand — a household name across Assam — and this shipment marks its entry into an international market. Minister Goyal noted that the move will 'create new income opportunities, expand access to international markets and strengthen the livelihoods of dairy farmers across the North Eastern region.' APEDA — the Agricultural and Processed Food Products Export Development Authority, a statutory body under the Ministry of Commerce established in 1985 — facilitated the export. Its role here is consistent with its mandate to integrate cooperative and agri-processing institutions into formal export value chains, a push that has gained particular momentum in India's North East.

Cooperative dairy's long road to export-readiness

India's cooperative dairy model traces its spine to Operation Flood, launched in 1970, which scaled milk production and made India the world's largest milk producer. Yet for decades, that scale did not automatically translate into export competitiveness for smaller, regional cooperatives. North Eastern cooperatives in particular operated largely within state borders. Getting a brand like Purabi onto a cross-border truck bound for Bhutan represents exactly the kind of value-chain integration successive governments have pushed — and which APEDA's targeted North East programmes are designed to accelerate. Bhutan is a natural first international market: a close neighbour with long-standing bilateral trade mechanisms that ease the movement of agricultural goods, minimal tariff friction, and a consumer base familiar with Indian dairy products.

What the North East stands to gain

For dairy farmers in the region, the significance is less symbolic and more structural. Access to export markets typically unlocks better price realisation, incentivises quality upgrades, and creates a feedback loop that strengthens the cooperative itself. Minister Goyal framed it precisely in those terms — new income, broader market access, stronger livelihoods. Whether this first shipment scales into a sustained export corridor will depend on follow-up volumes and whether other North Eastern cooperatives can replicate the model.
