Rajasthan Assembly Monsoon Session 2026: Trees Bill, UCC Bill likely on agenda
Synopsis
Key Takeaways
The Monsoon Session of the Rajasthan Legislative Assembly commenced on Thursday, 20 August 2026, with the Opposition gearing up to corner the Bharatiya Janata Party (BJP)-led state government on multiple fronts. Three significant pieces of legislation — including the Rajasthan Trees (Protection) Bill, 2026, the Uniform Civil Code (UCC) Bill, and a private university bill — are likely to be tabled during the session.
Session Opens Under Speaker Devnani
Assembly Speaker Vasudev Devnani formally commenced proceedings of the sixth session of the 16th Rajasthan Assembly on Thursday. A day prior, Devnani convened an all-party meeting to set the legislative agenda. The Congress Legislature Party subsequently held its own strategy session in the evening, while the BJP Legislature Party met separately at Chief Minister Bhajanlal Sharma's residence.
What the Trees Protection Bill Proposes
The proposed Rajasthan Trees (Protection) Bill, 2026 seeks to designate 29 tree species under a restricted category, making their felling without prior permission a punishable offence. Violations could attract a fine of up to ₹1 lakh and rigorous imprisonment of up to one year.
Among the species listed are Babool (Acacia) and Sheesham (Indian Rosewood) — both integral to Rajasthan's furniture and handicraft industries. Over the past two decades, wood-based products including furniture, decorative items, and gift articles made from these species have found significant export markets in Europe and the Americas.
Handicraft Exporters Raise Alarm
The proposed restrictions have triggered concern within the export community. Navneet Jhalani, coordinator of the Rajasthan Handicrafts Exporters Joint Forum, has written to Chief Minister Bhajanlal Sharma urging the exclusion of Babool and Sheesham from the restricted list. The forum has warned that placing these species under restriction could severely disrupt Rajasthan's handicraft export sector.
According to industry estimates, the sector generates annual foreign exchange earnings of approximately ₹12,000 crore and provides livelihoods to around 7 lakh artisans. Exporters have called on the government to build practical safeguards into the legislation to prevent industry disruption.
Other Bills and Legislative Business
Beyond the Trees Bill, the Uniform Civil Code Bill and a bill related to a private university are also expected to come before the House. The GST Amendment Bill, meanwhile, is currently awaiting the Governor's assent and is not part of the immediate floor agenda.
Following the legislative proceedings, the House is expected to pay tributes to leaders who have passed away before adjourning for the day. The Assembly is initially scheduled to function for four days, with the Business Advisory Committee set to finalise the timetable for subsequent sittings.
Opposition Strategy
The Opposition has readied its approach to raise governance-related concerns against the ruling BJP during the session. The BJP, in turn, is reported to be prepared with its counter-strategy. This comes amid a broader political backdrop in which the Congress has been seeking to press the government on issues ranging from law and order to rural distress in the state.
