The Telangana Legislative Council on Tuesday, 9 September suspended Bharat Rashtra Samithi (BRS) MLCs Tata Madhusudhan (alias Madhu) and N. Naveen Kumar Reddy for the remainder of the monsoon session, following derogatory and abusive remarks they allegedly made against Assembly Speaker Gaddam Prasad Kumar. The suspension was formalised through a motion moved by Legislative Affairs Minister D. Sridhar Babu and announced by Council Chairman G. Sukhender Reddy.

How the Suspension Unfolded

The Council acted after the Telangana Legislative Assembly unanimously passed a resolution on the same day, recording its 'strongest condemnation and profound disapproval' of the remarks purportedly made by the two BRS members within the Assembly precincts on Monday. A copy of the resolution, along with breach-of-privilege notices and supporting material, was forwarded to the Council Chairman for appropriate action.

The Assembly resolution also condemned what it described as 'indecent behaviour' by the two members — specifically, the removal of their t-shirts in public before women — calling it 'highly objectionable' and amounting to 'outrage of the modesty of the women present.' The House declared that no political disagreement or personal grievance could justify conduct that lowered the dignity of the presiding officer or impaired the orderly functioning of the Assembly.

Arrests, Court Appearance, and Chaos at the Council

Both MLCs had been arrested on Tuesday morning and were produced before the Nampally court in the evening. The court rejected the police petition for their judicial remand and ordered their release on personal bonds. The two then came to attend the Council session, where the suspension motion was subsequently passed.

After the session, the Council premises witnessed scenes of disorder. Marshals physically removed Tata Madhu and Naveen Reddy as they attempted to address journalists at the media point. Officials told the suspended MLCs that they could not speak on the premises given their suspension status. Tata Madhu was reportedly driven away in a vehicle by marshals.

Political Reactions and Demands

Congress MLC and Telangana Pradesh Congress Committee (TPCC) President Mahesh Kumar Goud demanded the immediate suspension of the BRS legislators, arguing they should not be permitted to remain in the House after making what he called 'disgraceful remarks against a Dalit Speaker.'

Notably, the Assembly resolution went further, calling on BRS Leader of Opposition K. Chandrasekhar Rao to personally own responsibility for the conduct of his party members and tender an unconditional apology to the Speaker 'in the interest of institutional integrity, decency and decorum.' There has been no immediate public response from Chandrasekhar Rao's camp, according to available reports.

Institutional Stakes and What Comes Next

The episode represents one of the more serious privilege crises in the Telangana Legislature since the state's formation in 2014. The suspension covers the balance of the monsoon session; any further disciplinary proceedings would require fresh action by the respective Houses. The breach-of-privilege material forwarded to the Council Chairman could form the basis of a longer inquiry if the Chairman so directs. All eyes are now on whether the BRS leadership responds to the Assembly's demand for an apology — a move that would carry significant political weight ahead of the next electoral cycle.
