A division bench comprising Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin delivered their decision on the petitions submitted by the Telangana State Public Service Commission (TGPSC) and certain selected candidates who contested the single judge's ruling by Justice Namavarapu Rajeshwar Rao, which had invalidated the final marks list and General Ranking List of the Group-1 Mains examination.
The single judge, in his ruling on September 9, 2025, had mandated the TGPSC to either manually reassess all answer scripts or conduct fresh examinations within eight months, pointing to "significant flaws" in the evaluation process.
The TGPSC was instructed to finalize the re-evaluation process and the announcement of results within eight months, failing which the Main exams would be annulled and a retest would be arranged for all candidates who had successfully passed the Prelims.
However, the division bench suspended this order, permitting the TGPSC to proceed with issuing appointment letters to successful candidates for Group-I positions based on the results.
The bench clarified that the appointments would be contingent on the final ruling.
Following the division bench's interim order, the TGPSC published the list of provisionally selected candidates based on the General Ranking List (GRL) issued on March 30, 2025.
The Commission announced selected candidates for 562 positions out of 563 for which the Main examination was conducted from October 21 to October 27, 2024.
One position remains vacant due to the orders of the High Court in a pending case.
The Division Bench concluded the arguments on December 31, 2025, and reserved its ruling. Although the verdict was set to be delivered on January 22, it was postponed until February 5.
Approximately 30,000 students participated in the Group 1 Mains exams held from October 21 to 27, 2024, aimed at filling 563 Group-I positions across various departments.
A total of 31,383 candidates had registered for the exams, qualifying for the Group-1 Mains examination from around 3.02 lakh who appeared in the preliminary examination conducted in June.
This marked the first occasion since the establishment of Telangana that Group-I Mains exams were held; the last occurrence was in 2011 in united Andhra Pradesh.
