Under the revised provision, employees will receive 10 per cent HRA of their basic pay, subject to a maximum of ₹10,000 per month, with effect from 1 October 2025.
Gap With Central Government DA Acknowledged
A notable concern raised by Chief Minister Saha was the persisting gap between state and Central government DA rates. Central government employees are currently receiving approximately 60 per cent DA, compared to the revised state rate of 44 per cent — leaving a gap of around 16 percentage points. “We are concerned about this gap and are working gradually to reduce it,” Saha said.
7th Pay Commission and BJP's 2018 Promise
Chief Minister Saha underscored that the Bharatiya Janata Party (BJP) government had fulfilled its 2018 poll commitment of implementing the 7th Pay Commission in the state. “The fitment factor was increased, resulting in a 14.22 per cent increase in basic pay,” he said. On the 8th Pay Commission, Saha noted that while the Central government has already initiated the process, the Tripura state government is also examining the matter.
Broader Welfare Commitments
The Chief Minister cited the state’s 2018 recruitment policy, which provides 33 per cent reservation for women in direct government recruitment, as part of a wider commitment to employee welfare. He acknowledged that the latest decisions were taken within Tripura’s limited financial resources, while underscoring the government’s recognition of the “crucial role played by employees in running the administration.” Tripura Finance Minister Pranajit Singha Roy and senior officials of the Finance Department were also present at the press conference. With the 8th Pay Commission review ongoing at the Centre, further revisions to state pay structures may follow in the medium term.
