Tripura Chief Minister Manik Saha on Thursday, 16 July called for a stronger focus on sports activities, vocational training, and rehabilitation measures inside the state's correctional facilities, stressing that inmate mental well-being must be central to any prison reform agenda. The directive came during a high-level review meeting on the modernisation of the Central Correctional Institution and other prisons across Tripura.

Chairing the review, Chief Minister Saha said inmates must be equipped with marketable vocational skills so they can sustain themselves economically after release. 'If inmates receive skill development training while serving their sentences, they will be able to earn a living by taking up various occupations after their release. Those who return to the social mainstream after completing their sentences should also be monitored and supported to ensure they can rebuild their lives successfully,' he said.

Saha directed officials to ensure adequate nutrition, proper medical treatment, and overall prisoner welfare, emphasising that reforms must address the physical, mental, and emotional dimensions of inmate life — not just security and infrastructure.

Sports and Recreation as Rehabilitation Tools

The Chief Minister underlined the need to expand sports and recreational activities within correctional institutions, arguing that such programmes directly improve mental health outcomes and reduce the risk of reoffending. This framing — treating recreation as a rehabilitation instrument rather than a privilege — reflects a broader shift in correctional philosophy that several states have begun adopting in line with Ministry of Home Affairs guidelines.
