UK Foreign Secretary Yvette Cooper will arrive in New Delhi on Wednesday on a two-day visit to India, during which she will hold bilateral talks with External Affairs Minister S Jaishankar and call on Prime Minister Narendra Modi on Thursday. The visit, the first by Cooper in her current role, comes amid an accelerated phase of India-UK engagement following the operationalisation of the Comprehensive Economic and Trade Agreement (CETA) signed in July 2025.

Agenda of the visit

Briefing reporters on Tuesday, Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal said the two sides will cover a wide spectrum of issues spanning security, economic ties, defence and trade. He confirmed that the Free Trade Agreement (FTA) implementation and avenues to scale up bilateral trade and investment will feature prominently in the discussions.

“With the United Kingdom, it's not just about FTA but we have a large gamut of issues that we deal with them, economic cooperation, security cooperation, defence cooperation and several other areas of collaboration,” Jaiswal said. “When a Foreign Secretary or the Foreign Minister of UK will be here, we will discuss all these issues with them as also including the issue of Free Trade Agreement and how we can scale up our trade and investment ties.”

Parallel trade track with Peter Kyle

Cooper's visit overlaps with a separate trade engagement led by UK Secretary of State for Business and Trade Peter Kyle, who held talks with Union Commerce and Industry Minister Piyush Goyal on Tuesday. Goyal said in a post on X that the two sides had “great conversations on charting the next phase of India-UK economic engagement, advancing shared business priorities, and further strengthening our robust and forward-looking partnership.”

The simultaneous presence of two senior UK Cabinet ministers in Delhi signals the breadth of London's outreach as both governments push to lock in commercial gains from CETA.

Building on the strategic dialogue

The diplomatic momentum follows the annual India-UK Strategic Dialogue hosted by National Security Advisor Ajit Doval for his British counterpart Jonathan Powell in New Delhi on 23 April 2026. According to the MEA, the two NSAs held “wide ranging discussions on advancing the India-UK Comprehensive Strategic Partnership, including strengthening defence and security cooperation,” alongside exchanges on regional and global security challenges.

Powell had also called on EAM Jaishankar during that visit. “Glad to meet UK NSA Jonathan Powell in New Delhi this afternoon. Our discussion focused on regional and global security issues, as well as the deepening India-UK cooperation,” Jaishankar said in an X post at the time.

Cooper's trip is expected to advance the next phase of the Comprehensive Strategic Partnership, with defence procurement, technology transfers and Indo-Pacific coordination likely on the table. Notably, this is among the highest-level UK political visits to India since CETA's signing, and outcomes from her meetings with Modi and Jaishankar could shape the pace of implementation in the months ahead.
