India Prepares for Census-2027 with New Digital Tools and Mascots

These advanced platforms were developed by the Centre for Development of Advanced Computing (C-DAC) to streamline enumeration efforts nationwide, according to the Home Ministry.
The Census-2027, which will unfold in two phases, represents the largest census undertaking globally. Notably, this will be the first census conducted in a digital format, and a Self-Enumeration option will be available for the first time.
The mascots, “Pragati” and “Vikas”, are designed to embody the friendly and relatable faces of Census-2027, emphasizing the equal involvement of both genders in realizing India's goal of becoming a developed nation by 2047.
Through these mascots, the ministry aims to spread essential information, objectives, and messages regarding Census-2027 in an engaging manner across various segments of society.
Alongside the mascots, the Home Minister also launched four digital solutions created by C-DAC to enhance enumeration operations nationally.
One of the primary tools is the Houselisting Block Creator web application, enabling officials to digitally establish houselisting blocks using satellite imagery. This tool is crucial for ensuring comprehensive geographic coverage and enhancing mapping precision for the census.
Another significant tool is the HLO mobile application, a secure offline app that enumerators will use to gather houselisting data directly from households. This application will facilitate digital data uploads, minimizing the reliance on physical paperwork.
For the first time, the government will also implement a Self-Enumeration portal, allowing eligible household members to submit their information online prior to the commencement of field operations. After providing their details, households will receive a unique Self-Enumeration ID, which enumerators can verify during the survey.
The fourth platform is the Census Management and Monitoring System portal, a centralized digital framework that will assist authorities in planning, managing, and overseeing all census-related activities. Officials at various administrative levels will be able to monitor enumeration progress and field operations in real-time through an integrated dashboard.
