Patna, Nov 5 (NationPress) Just one day ahead of the initial voting phase for the Assembly elections, Bihar’s Director General of Police (DGP) Vinay Kumar announced on Wednesday that every necessary preparation for the forthcoming polls has been finalized to guarantee a peaceful and smooth electoral process across the state.
DGP Vinay Kumar emphasized that the state police and administration are entirely dedicated to upholding law and order throughout the election period. He encouraged the youth of Bihar to bolster democracy by actively participating in the voting process.
In a statement to IANS, DGP Vinay Kumar remarked, “We have completed all necessary preparations to ensure peaceful elections. I urge the young population of Bihar to contribute to strengthening democracy by responsibly exercising their voting rights.”
The DGP issued a stern warning that anyone attempting to incite violence or disrupt the polling process would face severe legal repercussions.
“Those involved in violence or any unlawful activities will not escape punishment. FIRs are being filed against all offenders as no one stands above the law,” he stated to IANS.
Kumar further cautioned the youth against being misled by anti-social elements.
“I appeal to the youth not to fall prey to those aiming to disturb peace. Strengthen democracy by voting. The administration is firmly alongside the public. If anyone encounters issues while voting, they can get in touch with us directly. Our helpline numbers are publicly available for this purpose,” he added.
When questioned about the FIR lodged against Union Minister Lalan Singh for allegedly breaching the Model Code of Conduct, the DGP explained, “The Model Code of Conduct is universally acknowledged. Any violations result in an FIR being filed. The entire police and administrative apparatus is working diligently to ensure its strict enforcement.”
Highlighting the proactive measures adopted by the police, Kumar stated, “Anyone trying to instigate violence or create unwanted situations will be arrested under preventive detention laws and will only be released after signing a bond. This year alone, around 200,000 individuals have been detained under such measures.”
He added that special attention has been directed towards adequate security force deployment.
“Previously, 1,500 companies of security personnel were designated for the two phases of elections. In the last week, an additional 150 companies of police personnel have been deployed, particularly in districts preparing for the second phase. The Dial 112 emergency service will be fully operational, and citizens facing any issues can reach out immediately. Our social media monitoring teams are also active to track and counter misinformation,” he mentioned.
The DGP disclosed that the police have taken decisive action against those involved in election-related criminal activities.
“Anyone participating in criminal actions that threaten the electoral process will undergo a swift trial. In the last 25 to 30 days, approximately 800 accused individuals have been apprehended. We will prioritize their cases to ensure convictions within two months. The Election Commission of India has mandated that such cases be treated with the utmost urgency,” he noted.
Reiterating his message to voters, Kumar urged, “I call upon every voter in the state to step out and vote without fear. Bihar is a cradle of democracy, and it is our duty to uphold its honor. The youth should play a pivotal role in fostering peace and harmony. If anyone observes anti-social activities, they should report them to the authorities without delay. Strict action will ensue against those attempting to disrupt peace or instigate violence.”
He further mentioned that a few disturbances had been recorded, prompting investigations by the CID.
“Such anti-social elements are being identified through videography. Following the election, they will face incarceration. Those who misuse weapons will encounter stringent penalties. No one will be exempt if they believe they can evade such consequences,” Kumar concluded.
The voting for the Bihar Assembly elections is scheduled to occur in two phases — November 6 and November 11, with counting slated for November 14. Following the Election Commission of India's announcement regarding the timetable for the 243-member Assembly, the Model Code of Conduct is currently in effect across the state. Voting will take place in 121 constituencies during the first phase and 122 constituencies in the second phase.
