Government Applauds CSIR’s Governance Model as a Standard for Transparency

New Delhi, April 2 (NationPress) - On Thursday, the government commended the Council of Scientific and Industrial Research (CSIR) for its remarkable achievement, which underscores its unwavering focus on transparency, accountability, and administrative efficiency. In a noteworthy accomplishment, CSIR successfully generated its Annual Accounts for the fiscal year 2025–26 on the very first day of the new financial year.
The accounts were also submitted to the Comptroller and Auditor General of India (CAG) on April 1, significantly ahead of the official deadline of June 30, 2026, as stated by the Ministry of Science and Technology.
This marks the third consecutive year that CSIR has accomplished and submitted its annual accounts on the initial day, according to the ministry.
Officials indicated that this achievement embodies CSIR’s dedication to transparency, accountability, and administrative efficiency.
CSIR believes that this governance model can be adopted by other government entities to enhance their financial management practices.
The prompt completion of the accounts was facilitated by the installation of the Accounts Manager Software (AMS), an in-house digital solution created by CSIR personnel.
The initiative was conducted under the guidance of N. Kalaiselvi, Director General of CSIR and Secretary of DSIR, alongside Chetan Prakash Jain, Additional Secretary and Financial Adviser.
The AMS system is now operational across the CSIR headquarters and its 38 national laboratories throughout India, leading to expedited and precise financial reporting.
Furthering its digital transformation, CSIR has also unveiled a new procurement system named CSIR Purchase Software (CPS) on April 1, 2026.
Designed by the same internal team, this platform aims to enhance transparency, efficiency, and accountability in procurement activities across its laboratories.
