Synopsis
Key Takeaways
Veteran Congress leader and former Madhya Pradesh Chief Minister Digvijaya Singh completed his second consecutive term in the Rajya Sabha on 21 June 2025, closing out a 12-year tenure in the Upper House marked by active participation across legislative debates, committee work, and over a thousand Parliamentary questions. Singh's exit marks the end of an unbroken stretch in Parliament that began when he entered the Rajya Sabha in 2014.
Parliamentary Record at a Glance
According to his Personal Secretary OP Sharma, Singh raised 1,010 questions over his two terms, spanning governance, public welfare, agriculture, education, internal security, and Constitutional affairs. Sharma, who has worked closely with Singh for several years, said the veteran leader remained consistently engaged in both floor proceedings and committee deliberations throughout his tenure.
'Digvijaya Singh consistently used Parliamentary forums to raise issues concerning ordinary citizens. Whether it was farmers, students, labourers or matters related to governance, he sought to bring those concerns before Parliament,' Sharma said.
Committee Work and Key Interventions
Beyond the question hour, Singh served on several influential Parliamentary committees, including those on Home Affairs, Finance, Corporate Affairs, and Urban Development. He was also a member of the Rules Committee, the Privileges Committee, and multiple select committees formed to scrutinise legislation.
Among his notable committee interventions, Sharma highlighted Singh's push to initiate a discussion within the Parliamentary Standing Committee on Home Affairs following remarks by former Jammu and Kashmir Governor Satyapal Malik regarding the Pulwama terror attack. Singh also formally raised the deteriorating situation in Manipur before the committee during the ethnic violence of 2023, urging members to address the humanitarian crisis unfolding in the northeastern state.
'At a time when Manipur was witnessing widespread violence, he believed Parliamentary committees should focus on the crisis and its humanitarian impact. He formally raised the issue before the committee,' Sharma said.
Chairmanship of Education Committee
Singh also served as Chairman of the Parliamentary Standing Committee on Education, Women, Children, Youth and Sports. During his chairmanship, the committee examined examination irregularities and paper leak controversies that had triggered widespread concern among students across the country — an issue that drew significant national attention.
A Political Career Spanning Nearly Five Decades
A Congress politician since 1977, Singh has held a range of significant positions over his career. He served as a five-time MLA, held portfolios including Agriculture, Irrigation, and Fisheries in the Madhya Pradesh government, represented the state in the Lok Sabha, and served as Chief Minister of Madhya Pradesh from 1993 to 2003 before transitioning to the Rajya Sabha in 2014. His departure from the Upper House closes one chapter of a political journey that now spans nearly five decades.
