Authorities claim that the digitalization of traffic monitoring and challan issuance has not only enhanced enforcement but also motivated drivers to adhere more closely to traffic regulations.
Residents receiving e-challans have noted that the system brings a level of transparency and expediency to the process.
Ravindra Patel, who resides in the Bopal area of Ahmedabad, shared his experience of being penalized for riding without a helmet. “I had left home for my shop but mistakenly forgot my helmet. The police issued me an e-challan, and I went to the cyber control room to pay it, where the payment was processed instantly,” he recounted.
Another local, Vyomesh Babulal, mentioned that the system has raised public awareness regarding traffic regulations. “The rules set by the government are for our safety. I received an e-memo at home, but I personally went to pay the challan within two minutes. I’ve learned my lesson and won’t repeat that mistake,” he stated.
Officials assert that this initiative aligns with broader digital governance strategies in the state, in line with the 'Digital India' vision.
Under the guidance of Chief Minister Bhupendra Patel, traffic enforcement in Gujarat increasingly utilizes the Parivahan portal along with the e-challan system for tracking and penalizing violations.
Official statistics reveal that fines totaling Rs 153.78 crore were collected from traffic violators in 2023, increasing to Rs 195.87 crore in 2024, and reaching approximately Rs 231 crore in 2025.
Over the three-year span, fines exceeding Rs 581 crore have been collected.
During this period, nearly 1.45 crore challans were issued to vehicle operators statewide.
In 2025 alone, over 85.71 lakh challans were issued, with 76.46 lakh dispatched online.
Ahmedabad accounted for 40.20 lakh of these challans.
Ahmedabad City Traffic DCP (East) Nareshkumar Kanzariya emphasized that digitization has greatly bolstered monitoring and enforcement in the city. “There was a critical need for digitization in Ahmedabad, and it’s proving highly effective. E-monitoring, particularly through the control room, facilitates immediate action against rule-breaking drivers,” he remarked.
Most violations detected include riding two-wheelers without helmets, driving against traffic, and improper parking.
Traffic police officials stress that the campaign’s primary goal is road safety rather than revenue generation.
They note that the CCTV network also enables quicker responses to accidents, as the cameras help law enforcement pinpoint incident locations and coordinate assistance for victims.
Kanzariya added that the surveillance system has also enhanced the monitoring of more extensive law enforcement activities.
“The deployment of CCTV cameras now allows police to monitor serious accidents and significant criminal activities. As a result of digitization, our monitoring capabilities have become much stronger, significantly aiding in maintaining law and order,” he noted.
Officials indicate that the state's intelligent traffic management system and online challan process are progressively promoting better adherence to traffic rules, contributing to a more disciplined traffic environment throughout Gujarat.
