Justice Bindal represented Haryana in the resolution of the Satluj Yamuna Water dispute with Punjab at both the Eradi Tribunal and the Supreme Court. He ascended as a Judge of the Punjab and Haryana High Court on March 22, 2006.
A senior advocate from the Punjab and Haryana High Court noted, "During his tenure, he gained a reputation for the swift resolution of cases and had extensive exposure to indirect taxes, which was commendable."
Under his leadership, Haryana established a litigation management system for the High Court and at the district level, significantly improving the management of state litigation. This system has since been adopted by Punjab, Uttar Pradesh, and the Union Territory of Jammu and Kashmir.
Justice Bindal was also a member of a committee formed by the National Legal Services Authority aimed at evaluating and enhancing the efficiency of Lok Adalats and mediation practices, particularly for marginalized communities.
Before his transfer to the High Court of Jammu and Kashmir, he served as the President of the Board of Governors of the Chandigarh Judicial Academy and chaired various committees, including the computer committee. He was instrumental in developing numerous software applications, notably the MedLEaPR (Medico-Legal Examination and Post-Mortem Reporting System). This workflow-based, web-centric system facilitates the preparation of medico-legal and post-mortem reports while ensuring appropriate access security based on the roles of health professionals and institutions involved.
Initially launched in Punjab, Haryana, and the Union Territory of Chandigarh, the MedLEaPR system has expanded to Himachal Pradesh, Madhya Pradesh, and Uttar Pradesh. As of December 2023, the Centre mandated its implementation across all states.
Justice Bindal was later transferred to the Calcutta High Court, where he was sworn in on January 5, 2021. He assumed the role of Chief Justice of the Calcutta High Court on April 27, 2021, and took the oath of Chief Justice of the Allahabad High Court on October 11, 2021.
His elevation to the Supreme Court occurred in February 2023.
