During the Special Intensive Revision (SIR) debate, Dubey accused the Congress of undermining crucial constitutional institutions through modifications made in the 1970s. In a strong rebuttal to Dubey's comments, Congress MP Sukhdeo Bhagat expressed to IANS, “He should clarify his views on Shyama Prasad Mukherjee and Rabindranath Tagore, as he continually referenced them during the Vande Mataram debate. What is Nishikant Dubey's stance on these matters? Is he a parliamentarian, or does he play a more significant role in the Archaeological Survey of India, given his constant focus on the past?”
Bhagat further questioned, “Why is there no discussion on unemployment and the IndiGo crisis? Instead, he specializes in resurrecting outdated issues, making him seem more suited for the ASI.”
In his address to the House, Dubey mentioned the 1976 Swaran Singh Committee and the subsequent 42nd Constitutional Amendment, claiming these actions significantly diminished institutional autonomy during the Emergency period.
He asserted that even the presidency was relegated to a mere ceremonial role due to Congress-led amendments.
Dubey's comments were made in response to Rahul Gandhi's speech in the Lok Sabha, where the Congress leader accused several constitutional and statutory institutions of having been “captured.”
Gandhi stated, “The intelligence agencies have been captured, as well as the CBI, the ED, and the Income Tax Department, with bureaucrats strategically positioned to support their ideology while attacking the opposition and anyone opposing the RSS.”
