Bhubaneswar, Jan 20 (NationPress) The Odisha government is considering the introduction of a comprehensive and modern law focused on land administration in the upcoming state assembly session. This law aims to replace various existing Acts that govern land, revenue, and disaster management.
During a media briefing on Tuesday, the Revenue and Disaster Management Minister Suresh Pujari stated that the initiative is part of an effort to modernize the legal framework, as many current laws are outdated and have origins in the 1980s, failing to address contemporary challenges.
Highlighting the significance of land management, Pujari remarked, “It is essential to eliminate obsolete Acts such as the Odisha Government Land Settlement Act and the Prevention of Government Land Encroachment Act. A unified and progressive law is necessary to meet today's developmental requirements and align with the vision of a new, self-sufficient Odisha.”
Addressing the increasing demand for land for infrastructure and public services, the minister pointed out that various sectors need land for expansion, including new railway lines, national highways, airports, educational facilities, and healthcare establishments.
“Land is the fundamental basis for development. Every state department and central agency relies on land to implement projects that serve the public good,” he added.
Pujari mentioned that the proposed legislation will ensure efficient and transparent land use, prevent misuse, and prioritize land allocation for public welfare purposes.
Furthermore, the government aims to reclaim land that was previously allocated to individuals or organizations but remains unused or mismanaged, reverting it to the Revenue Department for redevelopment in the public interest.
The Minister stressed that the new law will focus on balancing developmental needs with equitable access, incorporating provisions to assist landless individuals while ensuring that land is utilized in a productive and lawful manner throughout the state.
