Mumbai, July 5 (NationPress) The opposition factions in Maharashtra have expressed strong discontent regarding the political comments made by the Assembly's Presiding Officer Chetan Tupe during the proceedings of the House.
They asserted that such remarks are unacceptable, emphasizing that the dignity of the position must be preserved.
This issue was brought to light by Congress Legislature Party leader Vijay Wadettiwar, with backing from Bhaskar Jadhav (Shiv Sena-UBT) and Nana Patole (Congress).
The opposition questioned, "Can individuals making political statements legitimately serve as presiding officers?"
Assembly Speaker Rahul Narwekar took serious note of the situation, expressing his discontent and stating that such occurrences should be avoided in the future.
"Those in presiding roles must uphold both the letter and spirit of the law. It is essential for presiding officials to function within the constitutional framework," he remarked.
The Speaker assured the assembly that the Speaker's chair would not be utilized for political ends.
He also mentioned that he would deliberate on the matter privately.
Previously, Wadettiwar had condemned the presiding officer for his political comments during the discussion on a motion concerning farmer suicides and the current agricultural situation, highlighting the state government's negligence.
He urged the Assembly Speaker to admonish Chetan Tupe.
"During the discussion, the Agriculture Minister and departmental officials were absent, yet the proceedings continued. Does the presiding officer, Chetan Tupe, have the authority to occupy the chair and present the government's stance? The chair possesses a distinct dignity, and it is inappropriate to deliver political speeches from that position, which has been unprecedented in the past," Wadettiwar stated.
He further noted: "The presiding officer's remarks targeted opposition members for their absence, claiming they advocate for farmers while neglecting House proceedings. Tupe mentioned he had been in the House for 13 hours without a break."
Wadettiwar added that even when conducting business in the absence of a Speaker, the presiding officer is regarded as the Speaker and is obliged to refrain from political statements.
"While it is the government's duty to ensure the House operates effectively, it falls upon the Parliamentary Affairs Minister to ensure the Ministers are present. In such circumstances, the highest standards of conduct and tradition should be upheld in the House," Wadettiwar concluded.
