Governor Rajendra Vishwanath Arlekar on Thursday, 18 June delivered a 39-minute address to the Tamil Nadu Legislative Assembly during its first session under the newly-elected TVK-led government, laying out an ambitious governance agenda anchored by a five-year development blueprint titled 'Vetri Thamizhagam'. The plan aims to transform Tamil Nadu into a model state for the country by 2031.

The 'Vetri Thamizhagam' Vision

At the heart of the Governor's address was the government's long-term development roadmap, 'Vetri Thamizhagam', which sets the policy direction for the next five years. Arlekar concluded his speech with a verse from the revered Thirukkural, signalling the administration's intent to root its governance philosophy in Tamil cultural heritage. Welfare benefits for senior citizens and pensioners, he assured the House, would continue without interruption.

Key Policy Priorities

On law and order, Arlekar announced that anti-narcotics units have been constituted in every district to combat the growing drug menace. The government also committed to strict action against illegal liquor sales and pledged firm, stringent punishment for crimes against women.

Transparency in temple administration was flagged as a priority: all temples under the Hindu Religious and Charitable Endowments (HR&CE) Department are to be audited to ensure accountability. The government also reaffirmed its commitment to a corruption-free administration and the two-language policy, urging the Union Government to release funds for integrated education initiatives.

Water Disputes and Environmental Agenda

The address took a firm stand on inter-state water disputes. The Governor reiterated Tamil Nadu's opposition to Karnataka's proposed Mekedatu dam project, stating the government would pursue all available legal avenues to protect farmers dependent on Cauvery water. On the Mullaperiyar issue, he said the state would continue safeguarding its rights amid Kerala's repeated calls for a new dam.

Plans to strengthen groundwater conservation through check dams and rainwater harvesting initiatives were also highlighted, alongside world-class training facilities for sportspersons competing at the highest international levels.

A Historic Political Shift

Arlekar described the formation of the TVK government as a landmark moment in Tamil Nadu's political history, placing it alongside C.N. Annadurai's 1967 victory and M.G. Ramachandran's rise in 1977. He noted that the party emerged as the single largest party in the recent Assembly elections and formed a government within two years of its launch, under Chief Minister Vijay.

In a notable departure from past controversies over gubernatorial speeches, Arlekar explicitly referenced social reformer Periyar E.V. Ramasamy, Dr B.R. Ambedkar, K. Kamaraj, Velu Nachiyar, and Anjalai Ammal as guiding inspirations for the government's policy framework — a gesture widely seen as an olive branch after years of friction between Raj Bhavan and the state government.

With the 'Vetri Thamizhagam' blueprint now formally tabled, the legislature's next task is translating its sweeping ambitions into measurable outcomes.
