Commerce and Industry Minister Piyush Goyal is set to visit Canada from 25 to 27 May, in a trip that trade bodies say could inject fresh momentum into stalled negotiations on the proposed India-Canada Comprehensive Economic Partnership Agreement (CEPA). The visit comes as both nations work toward an ambitious bilateral trade target of $50 billion by 2030.

Why This Visit Matters

The Federation of Indian Export Organisations (FIEO) has welcomed the visit, calling it a meaningful step toward rebuilding economic engagement between the two countries. FIEO president SC Ralhan said the trip 'reflects the commitment of both nations to rebuild economic engagement and accelerate discussions on the proposed CEPA.'

The timing is significant. India-Canada diplomatic relations had gone through a difficult phase, making any high-level ministerial exchange noteworthy. Renewed trade dialogue at this level signals that both governments are prioritising economic normalisation alongside diplomatic repair.

Sectors in Focus

According to FIEO, India and Canada share strong complementarities across agriculture, clean energy, critical minerals, food processing, education, and advanced manufacturing. These sectors are expected to anchor CEPA discussions and form the core of any eventual trade framework.

Ralhan noted that a finalised trade agreement would particularly benefit MSMEs by improving market access, streamlining trade procedures, and fostering collaboration in technology and innovation-driven industries.

Global Context and Supply Chain Realignment

The renewed push comes amid a volatile global trade environment marked by geopolitical tensions, tariff disruptions, and shifting international supply chains. FIEO argued that deeper India-Canada ties could help both economies diversify trade partnerships and strengthen supply chain security at a time when over-reliance on any single market carries growing risk.

Notably, this visit follows a series of recent ministerial exchanges and trade missions between Indian and Canadian officials, suggesting a deliberate effort to rebuild institutional momentum in bilateral commerce.

What CEPA Could Unlock

The proposed Comprehensive Economic Partnership Agreement has been under negotiation intermittently for years. A successful revival could open preferential access for Indian goods — especially from labour-intensive sectors — into the Canadian market, while giving Canadian firms easier entry into India's expanding consumer and industrial base.

FIEO expressed confidence that Goyal's visit will provide 'fresh impetus to CEPA negotiations and pave the way for deeper economic integration.'
