The Indian-American security expert was formally sworn in as the Assistant Secretary of State for the Bureau of South and Central Asian Affairs on October 22, representing a significant appointment during the Trump administration for this region.
Kapur takes over from Donald Lu, who held the role from September 2021 to January 2025. He had previously worked on the Policy Planning Staff of the State Department from 2020 to 2021, focusing on South and Central Asia, Indo-Pacific strategy, and India-US relations.
Additionally, Kapur has been instrumental in leading the India-US Track 1.5 dialogue and other strategic defense collaborations between the two nations. He is currently on leave from the United States Naval Postgraduate School, where he served as a professor in the Department of National Security Affairs. His prior experience includes being a visiting fellow at the Hoover Institution, and teaching at Claremont McKenna College.
This meeting coincided with External Affairs Minister (EAM) S Jaishankar's engagement with US Secretary of State Marco Rubio in Kuala Lumpur, where they discussed bilateral relations and broader regional and global matters.
On his official X account, EAM Jaishankar remarked: "It was great to meet Secretary Rubio this morning in Kuala Lumpur. I valued our exchange on our bilateral ties and regional and global topics."
Earlier, Rubio addressed rising concerns regarding the US's strengthening ties with Pakistan, clarifying that these developments would not diminish the US's "deep, historic, and important" relationship with New Delhi.
While speaking to reporters en route to Doha, Qatar, on Saturday, Rubio emphasized that New Delhi recognizes the importance of engaging with various nations within a mature diplomatic context.
"I don't believe that our actions with Pakistan compromise our friendship with India, which is profound and significant," Rubio stated when questioned about India's concerns regarding the recent escalation of the US-Pakistan relationship.
