In February 2025, Niijima Takeshi accompanied Izumi Miyazaki, Governor of Wakayama Prefecture, on an official visit to India, during which Governor Miyazaki met Maharashtra Chief Minister Devendra Fadnavis in Mumbai.

At that meeting, CM Fadnavis highlighted the transformative infrastructure projects that Japan-India collaboration has powered in Maharashtra — including the Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu, the underground Metro network, and the upcoming Bullet Train corridor. 'Ensuring that the bond between Maharashtra and Wakayama remains a cornerstone of Indo-Japanese friendship,' Fadnavis said, adding that the dialogue aimed at 'unlocking new avenues of collaboration across strategic sectors.'

The Bamiyan Buddha Proposal

A particularly notable proposal to emerge from the February visit was CM Fadnavis's suggestion to construct a replica of the Bamiyan Buddha in Nagpur. The Chief Minister framed the project as a symbolic effort 'to spread the global message of peace from the very soil where MahaManav Bharat Ratna Dr. Babasaheb Ambedkar embraced Buddhism.' The proposal underscores the cultural and Buddhist heritage threads that run through the Maharashtra-Wakayama relationship.

Broader Engagement: UP Minister's July 2025 Meeting

The Tokyo meeting is not an isolated event. According to the Consulate General of India, Osaka-Kobe, Uttar Pradesh Finance Minister Suresh Kumar Khanna also met with Hirohiko Iwata, Speaker of the Wakayama Prefectural Assembly, and Niijima Takeshi in July 2025 to discuss strengthening cultural and people-to-people ties. The pattern of engagements — involving multiple Indian states and senior Japanese prefectural officials — points to a deliberate, multi-track strategy to widen the India-Japan sub-national relationship beyond bilateral summitry.
