CBI arrests 4 in ₹4 lakh Howrah hotel bribe case, including RDSO officers
Synopsis
Key Takeaways
The Central Bureau of Investigation (CBI) on Tuesday, 15 September 2026, arrested four accused — including two public servants from a Lucknow-based institution — after catching them red-handed accepting a bribe of ₹4 lakh at a hotel in Howrah, West Bengal. The operation targeted a conspiracy allegedly involving the exchange of illegal gratification for a favourable plant and machinery inspection report.
Who Was Arrested
The two public servants arrested are Ashutosh Kumar, Deputy Director at the Lucknow Research Designs and Standards Organisation (RDSO), and Deepak Kumar, Senior Section Engineer at the same institution. The other two accused — identified as Sashank Agarwal and Swarup Kumar Rai — are representatives of Kolkata-based private firm Utkarsh India Limited.
The CBI registered the case on the same day against all four, alleging they acted in concert to obtain an undue advantage from a Kolkata-based private company in exchange for issuing a favourable inspection report on plant and machinery.
How the Trap Was Laid
Acting on intelligence, the CBI set a trap and apprehended the accused at the Howrah hotel at the moment of accepting ₹4 lakh as illegal gratification. In addition to the bribe amount, investigators separately recovered ₹4.73 lakh in cash from the accused, according to the official statement.
Subsequent searches were carried out at residential and office premises of the accused across Kolkata, Lucknow, and Bihar. The agency said incriminating documents and digital evidence were seized during those searches. All four accused are to be produced before a special court for custody.
A Second Bribery Arrest: Railway Health Inspector in Bokaro
In a separate operation on the same day, the CBI also arrested Chandra Shekhar Gupta, Chief Health Inspector at Bhojudih under the South Eastern Railway's Adra Division in Bokaro, in a ₹25,000 bribery case. According to the CBI, Gupta allegedly demanded the amount from a complainant in exchange for sanctioning medical leave.
The agency laid a trap and caught Gupta while he was accepting ₹10,000 from the complainant. Searches were conducted at his office and residence. Gupta is to be produced before a Special CBI Court in Dhanbad.
Background and Broader Pattern
The RDSO, headquartered in Lucknow, is the technical arm of Indian Railways responsible for setting standards and approving vendors for railway equipment. Inspection reports issued by RDSO officials carry significant commercial value, making them a recurring target for corruption. This arrest comes amid a series of CBI anti-corruption operations involving railway personnel in recent months, underscoring systemic vulnerabilities in the vendor certification chain.
All four accused in the Howrah case face prosecution under the Prevention of Corruption Act; a special court will determine the custody arrangements in the coming days.
