Kolkata, March 11 (NationPress) In a significant move to optimize the deployment of the Central Armed Police Forces (CAPF) for the forthcoming Assembly elections in West Bengal, the Election Commission of India (ECI) has decided to revoke the district administration's power to dictate CAPF movements.
In previous elections, District Magistrates, including District Electoral Officers, held the authority to manage CAPF movements during the enforcement of the Model Code of Conduct (MCC).
This time, the ECI-appointed police observers will be responsible for determining CAPF movements in their designated districts.
The Chief Electoral Officer (CEO) for West Bengal was informed of this decision during a two-day review by the ECI's full bench earlier this week, according to sources within the CEO's office.
Moreover, the CEO's office indicated that specific teams will be assembled to assess the unique needs for CAPF deployment in various districts, with police officers' decisions being deemed final.
According to sources, the decision to transfer authority over CAPF movement was made after the Chief Election Commissioner, Gyanesh Kumar, engaged with political representatives, many of whom expressed concerns that CAPF personnel in the last elections were either underutilized or misdirected away from critical areas.
On Tuesday, the ECI instructed the West Bengal administration to finalize the first phase of route marches and area domination exercises for the available CAPF forces by 8 p.m. on March 14.
A total of 480 companies of CAPF have been deployed to West Bengal in two separate batches.
The ECI has already completed the allocation process for these CAPF companies across districts.
During a media interaction on Tuesday, the Chief Election Commissioner emphasized that the ECI will adopt a zero-tolerance policy towards any forms of electoral violence, whether it occurs before, during, or after the elections.
He affirmed, "The Commission is committed to taking stringent action against any individuals involved in such actions."
