Prime Minister Narendra Modi on Thursday, 11 June 2025 chaired the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre in New Delhi, bringing together Chief Ministers, Lt Governors, and Union Ministers to deliberate on India's development roadmap ahead of 2047. The meeting's theme — 'Inclusive Human Development for Viksit Bharat @2047' — centres on the well-being of every Indian, regardless of age, region, gender, or socio-economic background, according to an official statement.

What the Agenda Covers

The council's deliberations are anchored around four core pillars: foundational human capital and future-ready skills; productive employment, entrepreneurship, and decentralised growth; health, nutrition, and well-being; and equity and dignity for all. Measures to promote entrepreneurship, enhance skilling, and generate sustainable employment across the country are also on the table.

A key structural focus is on aligning state-level visions with the National Vision on Inclusive Human Development, reinforcing a unified, collaborative push toward equitable growth. Discussions are also expected to address a structured mechanism to track short, medium, and long-term outcomes — ensuring accountability and measurable impact through governance, digital public infrastructure (DPI), and data-driven systems.

Chief Secretaries Conference Recommendations on the Table

The council will also take up recommendations from the 5th National Conference of Chief Secretaries, held from 26 to 28 December 2025. Five thematic areas were flagged at that conference: Early Childhood Education, Schooling, Skilling for a Future-Ready Workforce, Higher Education and the Knowledge Economy, and Sports and Extracurricular Development.

These recommendations are expected to feed directly into the implementation roadmap that states and the Centre will jointly chart at Thursday's meeting.

Tamil Nadu CM Vijay's Debut at the Council

Tamil Nadu Chief Minister C. Joseph Vijay arrived in New Delhi on Wednesday for a three-day visit — his second to the capital since assuming office last month. Sources indicated that Vijay is expected to address the council and present Tamil Nadu's priorities, particularly the newly elected government's push for greater financial support from the Centre for infrastructure projects, welfare initiatives, and developmental programmes.

He was accompanied by personal aide Jegadheesh, along with Vishnu Reddy, Rajkumar, Jegadheesh Awasthi, assistant Rajendran, and other officials from the Chief Minister's office. His participation is being closely watched given the political and administrative significance of a first major federal engagement for the new government.

Karnataka CM Flags State Concerns

Karnataka Chief Minister D.K. Shivakumar confirmed he would actively participate and raise state-specific issues. 'We are attending the meeting, and I will present matters relating to Karnataka's interests. The Prime Minister had assured me of his cooperation on the day I assumed office. We will work together in the interest of development,' he said.

This comes amid ongoing Centre-state tensions over fiscal transfers and devolution, with several opposition-governed states using the Governing Council platform to press their cases directly before the Prime Minister.

Who Attended

The 11th Governing Council Meeting was attended by Chief Ministers of states and Union Territories, Lt Governors and Administrators of Union Territories, Union Ministers as ex-officio members and special invitees, and the Vice Chairman, Members, and CEO of NITI Aayog. The meeting marks one of the most significant annual convergences of federal and state leadership under the NITI Aayog framework.

With a 2047 deadline framing the ambition, the council's ability to convert deliberation into a binding, trackable roadmap will determine whether this gathering moves beyond symbolism.
