Union Health Minister and BJP national president J. P. Nadda on Wednesday, 15 July 2026 welcomed a Union Cabinet decision, taken under the leadership of Prime Minister Narendra Modi, to approve two major elevated road corridors in Varanasi and the broader Purvanchal region of Uttar Pradesh, with a combined outlay of over ₹25,445 crore.

Context

Posting on X in Hindi, Nadda stated that the Cabinet had cleared a 6-lane greenfield elevated corridor between National Highway-19 and the Varanasi Ring Road at a cost of ₹14,447.64 crore. A second approval covers a 6/4-lane elevated corridor of 43.218 kilometres running along the Varuna river inside Varanasi city, connecting NH-31 to the Varanasi Ring Road at a cost of ₹10,998.32 crore under the Hybrid Annuity Model (HAM).

In his post, Nadda described the decisions as 'ऐतिहासिक निर्णय' (historic decisions) that would 'काशी सहित समूचे पूर्वांचल के उज्ज्वल भविष्य और समग्र विकास का मार्ग प्रशस्त' — pave the way for the bright future and all-round development of Kashi and all of Purvanchal. He expressed gratitude to Prime Minister Modi for the approvals.

Policy Backdrop

Both projects sit within the larger national highway expansion drive. The Hybrid Annuity Model, formally adopted in 2016, splits construction costs between the government and a private developer, with the government paying annuities over the concession period — a structure designed to attract private capital while limiting upfront risk for developers.

Eastern Uttar Pradesh has historically lagged western and central parts of the state in road connectivity. Successive central packages, including those under Bharatmala Pariyojana Phase-I approved in 2017, have targeted Purvanchal specifically to close that gap. Varanasi, which is also Prime Minister Modi's parliamentary constituency, has already seen multiple rounds of urban infrastructure investment over the past decade.

Stakeholders and Impact

Varanasi commuters stand to benefit most immediately: the two elevated corridors are designed to decongest existing at-grade stretches of NH-19 and NH-31 that pass through the city and its periphery. Freight movement for Purvanchal businesses — including agricultural produce from eastern UP districts — is expected to become faster and cheaper once the corridors are operational.

The Varuna-riverside corridor, at 43.218 km, is notable for its length within city limits, suggesting it will serve as a spine for intra-city traffic as well as a bypass for through-traffic. The HAM structure means private developers will be invited to bid for construction, with the government sharing the financial burden across the concession period rather than bearing it entirely upfront.

What's Next

Formal notifications from the National Highways Authority of India (NHAI) on land acquisition timelines and bid invitation dates for both corridors are awaited. Progress on these projects will also be watched alongside the Varanasi Ring Road Phase-I works already under execution, with which the new corridors are designed to integrate. The scale of the combined investment signals continued federal prioritisation of eastern UP ahead of the state's infrastructure calendar.
