Rajasthan's long-awaited Pachpadra refinery in Balotra district is set to commence production of petrol and diesel later this month, with Prime Minister Narendra Modi reportedly scheduled to inaugurate the facility on July 4, according to official sources. The inauguration is expected to be held alongside the opening of Jodhpur airport, subject to completion of airport-related formalities by the end of June.

Final Preparations Underway

State Chief Secretary V. Srinivas on Monday chaired a review meeting at the Government Secretariat to assess progress on the Hindustan Petroleum Corporation Limited (HPCL) Rajasthan Refinery project. He directed officials to expedite pending work and ensure petroleum product production begins at the earliest. Srinivas noted that preparations for petrol and diesel output are in their final stages, with production targeted within the current month.

Senior officials present at the meeting included Additional Chief Secretary (Water Resources) Abhay Kumar, Additional Chief Secretary (Mines and Petroleum) Aparna Arora, and Special Secretary Namrata Vrishni. The meeting also reviewed infrastructure development and inter-departmental coordination across the project.

A History of Delays

The refinery's commissioning has been marked by repeated setbacks in 2025. An inaugural ceremony was first proposed for 28 January, then rescheduled to 21 April. That second attempt was called off after a major fire broke out on 20 April, triggered by an explosion in an exchanger unit within the refinery's Crude Distillation Unit-Vacuum Distillation Unit (CDU-VDU) section. This is the third inauguration attempt for a project that has been years in the making.

What the Refinery Means for Rajasthan

The HPCL Pachpadra refinery is one of Rajasthan's largest industrial undertakings, and its commissioning is expected to significantly boost the state's petroleum processing capacity and industrial output. The Chief Secretary emphasised that all departments must complete pending tasks within stipulated timelines while maintaining close coordination — a signal that the state government is determined to avoid a third postponement.
