Nagendra Rao Konidela, popularly known as Naga Babu and brother of Andhra Pradesh Deputy Chief Minister Pawan Kalyan, has been appointed as the Chairperson of the Andhra Pradesh Green Executive Committee, according to a Government Order issued on Monday, 17 August. The appointment grants him Cabinet rank, making it one of the most significant positions assigned to a non-minister in the current NDA coalition government in Andhra Pradesh.

The Appointment and Its Scope

The Environment and Forest Department issued a formal Government Order nominating Naga Babu as Chairperson of the Executive Committee of the Andhra Pradesh Society for Greening and Reforestation for Ecological Enrichment (AP Green). As chairperson, he will hold Cabinet rank — a designation that elevates the role well beyond a ceremonial advisory position.

Notably, the Environment and Forests portfolio is held by none other than Pawan Kalyan himself, meaning Naga Babu will head a body that falls directly under his brother's ministerial jurisdiction.

AP Green's Mandate: 50% Green Cover by 2047

According to the official release, the government has set an ambitious primary objective for AP Green: to raise the combined forest cover and greenery across Andhra Pradesh to 50 per cent of the state's total geographical area by 2047. To drive implementation at the grassroots level, the government has also announced the formation of district-level governing bodies alongside the AP Green Governing Board and Executive Committee.

As Chairperson, Naga Babu will be responsible for coordinating between various state departments and district-level agencies, accelerating programme implementation, and monitoring progress toward the 2047 green cover target.

Who Is Naga Babu

Nagendra Rao Konidela is a member of the Andhra Pradesh State Legislative Council, having been elected in March 2025 as a candidate of Jana Sena — the party founded by Pawan Kalyan in 2014. He also serves as General Secretary of Jana Sena and is an actor and film producer by profession.

Naga Babu actively campaigned during the 2024 Andhra Pradesh elections and has been a close political associate of Pawan Kalyan since the party's inception. Both brothers previously worked with the Praja Rajyam Party (PRP), floated in 2008 by their eldest brother and Telugu superstar Chiranjeevi. The PRP failed to make an impact in the 2009 elections, and by 2011, Chiranjeevi had merged it with the Indian National Congress.

The Cabinet Question and Caste Calculus

This appointment comes against the backdrop of a politically sensitive decision. Chief Minister N. Chandrababu Naidu had announced in December 2024 that Naga Babu would be inducted into the Cabinet. He subsequently reversed that decision, reportedly on the advice of Pawan Kalyan himself.

The ruling coalition's calculus was reportedly driven by caste considerations: the Cabinet already includes three Jana Sena ministers, two of whom — including Pawan Kalyan — belong to the Kapu community. Inducting another Kapu representative, critics argue, risked unsettling the coalition's carefully balanced caste arithmetic. The AP Green chairmanship, with its Cabinet-equivalent rank, appears to be an alternative route to bring Naga Babu into a position of institutional authority without formally altering the Cabinet composition.

With the AP Green framework now formally constituted, attention will turn to how quickly district-level bodies are set up and whether the 50% green cover target is backed by measurable milestones. The dual role of Pawan Kalyan — as both the minister overseeing AP Green and the brother of its new chairperson — is expected to draw continued scrutiny from opposition parties.
