PM Modi unveils ₹1.06 lakh crore projects in Rajasthan: Pachpadra Refinery, Jaipur Metro Phase 2
Synopsis
Key Takeaways
Prime Minister Narendra Modi on 5 July 2025 embarked on a sweeping development visit to Rajasthan, inaugurating, dedicating, and laying foundation stones for projects worth over ₹1.06 lakh crore spanning infrastructure, transport, energy, railways, aviation, urban mobility, and renewable energy. The visit — covering Jodhpur, Balotra, Jaipur, and the Bikaner region — marks one of the largest single-day project rollouts in the state's recent history.
Pachpadra Refinery Dedicated to the Nation
The centrepiece of the visit was the dedication of the Pachpadra Refinery-cum-Petrochemical Complex in Balotra to the nation. Developed as a joint venture between HPCL and the Government of Rajasthan, the project carries a total investment of over ₹79,450 crore and boasts an annual refining capacity of 9 MMTPA. Beyond bolstering India's energy security, the refinery is expected to catalyse petrochemical and plastics manufacturing across western Rajasthan while generating thousands of direct and indirect jobs.
Jodhpur Airport Terminal and Revised UDAN Scheme
Modi inaugurated the new terminal building at Jodhpur Airport, built at a cost of ₹480 crore. Spread across more than 23,000 square metres, the terminal has an annual passenger handling capacity of 2 million. Designed to reflect Rajasthan's royal architectural heritage — featuring traditional arches and jharokhas — it meets 5-star GRIHA green building standards, making it energy-efficient and environmentally sustainable.
The Prime Minister also launched the revised UDAN scheme, backed by an outlay of ₹28,840 crore, aimed at expanding regional air connectivity over the next decade. The scheme envisages operationalising 100 new or underutilised airports and developing 200 helipads in remote areas.
Jaipur Metro Phase 2 Foundation Stone
To strengthen urban mobility in the state capital, Modi laid the foundation stone for the ₹13,000-crore Jaipur Metro Phase 2 project. The proposed 41-km North-South corridor will connect Prahladpura to Todi Mod through 36 stations, passing through key nodes including Sitapura Industrial Area, VKI Industrial Area, Jaipur Airport, Tonk Road, SMS Hospital, and Vidyadhar Nagar. The corridor is expected to significantly cut commute times for lakhs of daily travellers.
Railways, Roads, and Renewable Energy
Modi dedicated railway doubling projects worth ₹900 crore, covering the Churu–Sadulpur (58 km) and Churu–Ratangarh (46 km) stretches. He also inaugurated the four-laning of the Karwar–Dangiyawas section of the Jodhpur Ring Road, developed at ₹740 crore, to ease traffic pressure around the city.
On the clean energy front, the Prime Minister dedicated SJVN's 1,000 MW Bikaner Solar Power Project worth ₹5,500 crore and NHPC's 300 MW Karnisar Solar Power Plant — both utilising indigenous solar modules. He additionally inaugurated power transmission projects worth ₹1,900 crore and laid the foundation stone for a 530-km transmission network to strengthen renewable power evacuation across the state.
Jobs and What Comes Next
As part of the visit, Modi distributed government job appointment letters to thousands of youth, underlining the employment dimension of the day's announcements. Collectively, the projects are positioned to accelerate connectivity, industrial output, and public infrastructure across Rajasthan. This comes amid the Centre's broader push to fast-track capital expenditure in state economies ahead of the next electoral cycle, and Rajasthan — with its vast renewable energy potential and strategic location — stands to be a significant beneficiary of that pipeline.
