Indian Railways Introduces New Cancellation Policies to Combat Ticket Misuse

New Delhi, March 24 (NationPress) The Indian Railways has updated its ticket cancellation policies to combat the exploitation of the booking system by unscrupulous touts involved in black marketing. These new guidelines provide passengers with enhanced flexibility for making last-minute adjustments to their boarding stations.
The updated policies determine refunds based on the time remaining until the train's departure and permit passengers to alter their boarding stations, thus offering greater convenience.
These changes will be implemented gradually from April 1 to April 15, 2026.
Passengers who cancel tickets more than 72 hours prior to departure will receive the highest refund, with only a nominal cancellation fee applied per passenger. For cancellations made between 72 hours and 24 hours, a deduction of 25% of the fare will apply, contingent on a minimum charge.
For later cancellations, the penalties increase significantly. A cancellation occurring between 24 hours and 8 hours before the train's departure will result in a deduction of 50% of the fare, again subject to a minimum charge. Cancellations made less than 8 hours before departure will not qualify for any refund.
Railways Minister Ashwini Vaishnaw noted, "Our analysis of ticketing habits revealed that touts often reserved additional tickets and canceled unsold ones shortly before departure, recouping substantial amounts through refunds."
He emphasized that tightening these refund regulations is anticipated to mitigate the hoarding of tickets by such touts.
Moreover, Indian Railways has introduced a provision allowing passengers to modify their boarding station up to 30 minutes before the scheduled departure of the train. This adjustment is expected to aid passengers in larger cities with multiple stations, allowing them to select the most convenient boarding location.
This new policy is particularly beneficial in metropolitan areas where passengers can choose from various stations, as explained by the Railway Ministry.
Currently, the modification of boarding points is permitted only prior to the chart preparation.
