Rajasthan DISCOMs financial health: debt restructuring, BESS and Green Energy push
Synopsis
Key Takeaways
Rajasthan Chief Secretary V. Srinivas on Monday, 13 July chaired the third high-level review meeting at the Government Secretariat, Jaipur, reaffirming that strengthening the financial health of the state's power distribution companies (DISCOMs) remains a central priority of the Rajasthan government. The meeting reviewed progress on debt restructuring, battery storage pilots, the Green Energy Corridor Phase-II, and the PM Surya Ghar Muft Bijli Yojana.
Financial Discipline and Debt Restructuring
A key focus of the review was the ongoing restructuring of high-interest debt held by Rajasthan's three DISCOMs. Officials informed the meeting that re-pricing of loans from the Rural Electrification Corporation (REC) and Power Finance Corporation (PFC) has already begun generating significant annual interest savings. Srinivas directed officials to expedite the restructuring of remaining high-cost loans through close coordination with both financial institutions, stressing that stronger balance sheets are a prerequisite for improved power sector performance across the state.
Battery Energy Storage System Pilots
The Chief Secretary reviewed the status of pilot Battery Energy Storage System (BESS) projects, describing the technology as critical to efficient storage of surplus solar electricity generated under the PM Surya Ghar Muft Bijli Yojana and other renewable schemes. He noted that battery storage would substantially reduce the need to procure expensive power during peak demand hours, translating into significant annual savings for DISCOMs and ultimately lowering costs for consumers. Officials confirmed that sites for the BESS projects have been identified across multiple circles of the Jaipur, Ajmer, and Jodhpur DISCOMs, and Srinivas directed that all projects be completed within stipulated timelines.
Green Energy Corridor Phase-II Progress
Reviewing the Green Energy Corridor Phase-II projects under way in Hanumangarh and Udaipur, the Chief Secretary directed officials to adhere strictly to prescribed completion schedules. He said the corridor would enable seamless transmission of renewable energy across Rajasthan, reinforce the state's electricity transmission network, and support its broader transition towards clean energy. Notably, Rajasthan is already among India's leading states in installed renewable energy capacity, making grid-strengthening infrastructure a strategic imperative.
PM Surya Ghar Muft Bijli Yojana Outreach
To widen the reach of the Centre's flagship rooftop solar scheme, Srinivas directed the Energy Department to formulate a comprehensive Information, Education and Communication (IEC) strategy and launch an extensive public awareness campaign. The directive aims to ensure a larger number of households benefit from the scheme, which provides free electricity through rooftop solar installations.
Key Officials at the Review
The meeting was attended by Energy Secretary and DISCOM Chairperson Aarti Dogra, the Managing Directors of the Jaipur, Ajmer, and Jodhpur DISCOMs, and representatives of REC and PFC. Resident Commissioner Rohit Kumar joined the proceedings via video conference from New Delhi. The multi-stakeholder attendance signals the government's intent to drive coordinated action across financial institutions and operational utilities. All directives are expected to be acted upon before the next scheduled review.
