On April 9 in Manila, Periasamy Kumaran, the Secretary (East) of the Ministry of External Affairs (MEA), along with Leo M Herrera-Lim, the Undersecretary for Policy at the Philippines Department of Foreign Affairs, co-led the 28th ASEAN-India Senior Officials’ Meeting.
This meeting provided an opportunity for participants to evaluate the progress made on the decisions from the ASEAN-India Summit held in October 2025, while also exploring avenues to enhance the Comprehensive Strategic Partnership.
According to a post on X by the MEA spokesperson, the meeting assessed the advancements regarding the ASEAN-India Summit outcomes from October 2025 and discussed strategies to bolster the partnership, particularly as we enter the ASEAN-India Year of Maritime Cooperation in 2026.
On Wednesday, Periasamy Kumaran engaged with notable think tanks, academicians, and experts in Manila, where he participated in a fruitful discussion concerning a variety of bilateral and global matters, as noted by the Indian Embassy in the Philippines on X.
Additionally, he met with Maria Theresa P. Lazaro, the Philippines Secretary of Foreign Affairs, to deliberate on the progress of their strategic partnership and India’s ongoing support for ASEAN.
Lazaro commented on X, stating, “We had a brief but productive exchange regarding the progress of the Philippines-India strategic partnership and India’s active backing for ASEAN.”
Meanwhile, the ASEAN Senior Officials’ Meeting (SOM) in Manila continued its discussions on the Philippines’ Chairship priorities and initiatives aimed at advancing ASEAN Community-building, focusing on strengthening ASEAN’s external relationships and preparing for the upcoming 48th ASEAN Summit in May 2026.
A statement from ASEAN confirmed that the meeting, which included plenary and retreat sessions, was attended by SOM Leaders from ASEAN Member States or their representatives, as well as the Deputy Secretary-General of ASEAN for the Political-Security Community.
ASEAN, founded in Thailand in 1967 through the signing of the ASEAN Declaration (Bangkok Declaration) by its Founding Fathers—Indonesia, Malaysia, the Philippines, Singapore, and Thailand—has grown to include Brunei Darussalam (joined in January 1984), Vietnam (July 1995), Laos and Myanmar (July 1997), Cambodia (April 1999), and Timor-Leste (October 2025), forming the current 11 Member States of ASEAN.
