The BOK report also flagged a widening unemployment gap by educational background. Between 2019 and 2022, the average unemployment rate for young people with undergraduate or graduate degrees stood at 8.2 percent, compared with 8 percent for those who completed secondary school or junior college — a negligible difference. After 2022, both rates fell, but unevenly: to 7 percent for degree-holders and 5.4 percent for those without degrees, widening the gap to 1.6 percentage points. Higher education, once a reliable buffer against unemployment, appears to offer diminishing protection in AI-saturated job markets.
BOK's Verdict: AI as Accelerant, Not Sole Cause
Oh Sam-il, a researcher at the BOK's research department, offered a measured assessment. 'AI can increase the productivity of young people to a large extent. This also means they can be replaced by AI,' he said. 'However, we cannot say that AI is entirely behind the reduction in youth employment. Instead, AI is accelerating the trend of the diminishing career ladder for young people.' The BOK also noted that South Korea's continued population decline may have contributed significantly to the changes, with AI compounding an already-deteriorating demographic trend.
