Drawing on his own trajectory — from a modest family background to becoming a doctor, entrepreneur, and elected representative — Pemmasani stressed the value of perseverance and adaptability. He also advised them to remain open to postings in unfamiliar regions, languages, and cultural environments, saying such postings deepen an understanding of India's diversity and build long-term confidence.

On the human dimension of governance, the minister urged recruits never to lose sight of the real-world impact of administrative decisions. 'What may appear to be a routine administrative file for an official could represent a matter of great personal significance for a citizen,' he said. He further called on employees to question established practices, verify facts independently, and avoid mechanical compliance with procedures — hallmarks, he argued, of sound and ethical public service.

Pemmasani used the occasion to highlight what he described as India's developmental strides since 2014, citing expansion in mobile phone manufacturing, large-scale infrastructure projects, railway electrification, and the growth of indigenous defence production. Notably, he pointed to a sharp rise in defence exports — from approximately ₹600 crore in 2013-14 to nearly ₹30,000 crore in 2025-26 — as evidence of the country's manufacturing and strategic self-reliance push.
