Millions of rural women in Assam now have a dedicated window to secure the one document that unlocks almost every government benefit they are entitled to. The Chief Minister's Office of Assam announced on Friday, 25 September 2026 that Chief Minister Dr. Himanta Biswa Sarma has launched a Special Aadhaar Enrolment Drive specifically for eligible women members of Self Help Groups across the state — running through 31 March 2027 under the banner of Sewa Sankalp Month.

What the drive means for SHG women across Assam

Self Help Groups are the backbone of rural women's economic life in India. Promoted under the National Rural Livelihoods Mission (NRLM) since 2011, these women-led microfinance and livelihood collectives have grown into a nationwide network — yet a significant share of their members, particularly in states like Assam with large remote and tribal populations, have historically lacked verified Aadhaar enrolment. Without it, a woman cannot seamlessly access direct benefit transfers, subsidised banking, insurance linkages, or a widening list of state welfare entitlements.

This drive carves out a dedicated enrolment pathway for exactly that gap. By anchoring the campaign within an official government observance — Sewa Sankalp Month — the state signals an intent to push enrolment at scale, not just in principle.

Aadhaar as Assam's welfare delivery backbone

Aadhaar, India's biometric identity programme run by the Unique Identification Authority of India (UIDAI), was launched in 2009 and gained legal grounding through the Aadhaar Act of 2016. For state governments, it is the single most powerful instrument for plugging leakages in subsidy delivery — money reaches the intended beneficiary directly, bypassing intermediaries. Assam has run periodic saturation drives since the mid-2010s to close enrolment gaps, and this cabinet-backed initiative continues that arc with a sharper focus on SHG membership rolls as the targeting list.

CM Himanta Biswa Sarma, who has led the state since 2021, has consistently framed digital governance tools as central to his administration's welfare delivery model. Tying Aadhaar enrolment to an existing SHG network is a practical move: the groups already have verified membership data, community trust, and regular meeting structures — making them an efficient last-mile channel.

Six months, one deadline, one ask

The window is open until 31 March 2027 — roughly six months. The specificity of that deadline matters. It creates accountability: district administrations, SHG federations, and NRLM block-level officers now have a fixed target date against which enrolment progress can be measured and reported. Whether the state publishes coverage milestones during this period will be the telling indicator of how seriously the drive is implemented on the ground.
