Tripura Chief Minister Manik Saha on 12 June 2025 presented the state's human capital achievements and a ₹30,000 crore investment pipeline before the 11th Governing Council Meeting of NITI Aayog in New Delhi, outlining how the northeastern state has doubled its Gross State Domestic Product (GSDP) in six years and emerged as India's third fully literate state. The session was themed 'Human Capital for Viksit Bharat', with Chief Ministers and senior Union ministers in attendance.

Tripura's Economic and Investment Momentum

Saha informed the Council that Tripura attracted investment proposals worth more than ₹30,000 crore during the past year alone, with projects worth over ₹8,000 crore already grounded. Several major companies, including Bharti Airtel, are establishing strategic facilities in the state — among them a data centre in Agartala designed to serve eastern India. The state has also received more than 350 national and regional awards over the past eight years, reflecting sustained governance momentum.

Tripura's long-term development roadmap, 'Lakshya 2047', is aligned with the national vision of Viksit Bharat @ 2047, targeting an inclusive, secure, and prosperous future for all citizens.

Education and Skill Development Initiatives

In the education sector, Saha highlighted several flagship programmes. Under Mission Mukul, children are introduced to the school environment before formal schooling to enhance learning readiness. The state has developed the Tripura School Quality and Accreditation Framework (TSQAAF) to improve educational quality and infrastructure.

Under the PM SHRI Scheme, 84 schools are being developed as model institutions, while 125 CBSE-pattern model schools have been established under the Vidyajyoti Programme. The state's flagship socio-emotional learning initiative, SAHARSH, has contributed to improving mindfulness, resilience, and cognitive skills among students. In higher education, new public and private universities are being established, and medical education has expanded significantly — with MBBS seats rising from 225 to 550 and postgraduate seats from 85 to 196.

Healthcare Gains and Women's Empowerment

On the health front, more than three lakh Aadhaar-verified beneficiaries have been covered under the Poshan Tracker initiative. In collaboration with NITI Aayog, Tripura has launched a School Health Mission with dedicated staff nurses deployed in 125 pilot schools. The Mukhyamantri Niramay Arogya Abhiyan is conducting large-scale screening programmes targeting the entire population above 30 years of age to tackle non-communicable diseases. Tripura's Ayushman Arogya Mandirs have secured National Quality Assurance Standards (NQAS) certification, contributing to improved outcomes including a reduction in infant mortality.

On women's empowerment, around 4.96 lakh rural women are associated with 55,676 Self-Help Groups (SHGs). The Tripura Women Entrepreneurship Policy 2025 has been formulated to reduce gender disparities, and the female labour force participation rate climbed from 37.5% in 2022 to 45.9% in 2025. Women's Industrial Training Institutes now host SHE Skills and Entrepreneurship Centres, and the government has facilitated employment for women in night shifts with appropriate safety measures.

Governance Reforms and Digital Push

Tripura secured the top rank among all states and Union Territories in both Phase I and Phase II of the Deregulation and Compliance Reduction initiative. The state has also achieved complete digitalisation and paperless functioning across administrative levels — from the Cabinet Secretariat to Gram Panchayats. It secured first rank among Group-A states in the Sadhana Saptah Programme conducted through the iGOT platform under Mission Karmayogi.

To promote innovation, the government has established the State Innovation Mission and T-NEST (Tripura Nurturing Entrepreneurs and Startups). Tourism infrastructure is also being strengthened through the Mata Tripura Sundari Tourism Circuit and the Buddhist Circuit, while the historic Pushpavanta Palace is being transformed into a world-class heritage hotel.

Saha submitted a detailed written report of Tripura's achievements separately to NITI Aayog and reaffirmed the state's commitment to strengthening human capital. Plans are underway to establish a World Skill Centre and a School of Languages, alongside large-scale specialised training programmes for Nal Jal Mitras. With ₹30,000 crore in investment proposals in the pipeline, the state's ability to convert commitments into grounded projects will be the defining test of its development narrative in the years ahead.
