Janata Dal-United (JD-U) chief spokesperson and Legislative Council member Neeraj Kumar on Friday, 25 July publicly questioned the absence of Bharatiya Janata Party (BJP) MLC Pawan Singh and Leader of the Opposition Tejashwi Yadav from the Bihar Legislature's Monsoon session, on its final day. The remarks, made to reporters in Patna, drew fresh attention to attendance and accountability norms inside the state legislature.

Kumar's Criticism of Pawan Singh

Referring to the newly elected Legislative Council member Pawan Singh, Kumar said it was 'unfortunate' that the BJP MLC had skipped House proceedings for most of the session. 'The House is not merely a place to secure a position. It is where public representatives learn, raise people's issues, and strengthen democracy,' Kumar said. He added that newly elected legislators have a valuable opportunity to absorb parliamentary traditions and legislative procedures from senior members — an opportunity, he implied, Singh had largely foregone.

Notably, despite the criticism, Pawan Singh did attend the Legislative Council on the final day of the Monsoon session. He met Legislative Council Chairman Awadhesh Narayan Singh and was accompanied by senior leaders from both the BJP and JD-U.

Sharp Remarks on Tejashwi Yadav's Absence

Kumar reserved his sharpest remarks for Tejashwi Yadav, the Rashtriya Janata Dal (RJD) leader and Leader of the Opposition, alleging that Yadav did not attend House proceedings throughout the entire Monsoon session. Kumar argued that the Leader of the Opposition carries a constitutional responsibility to question the state government, raise public concerns, and ensure executive accountability — duties that cannot be discharged from outside the House.

In a sarcastic aside, Kumar remarked that he had 'heard' Tejashwi Yadav had gone abroad to mediate the conflict between America, Israel, and Iran, before pointedly asking where the RJD leader actually was. The jibe underscored the ruling alliance's effort to frame the opposition's absence as a dereliction of democratic duty.

RJD's Explanation and the Counter-Response

The RJD has said that Tejashwi Yadav was occupied caring for his father and party president Lalu Prasad Yadav. Kumar, however, pushed back on this explanation, questioning why photographs of Tejashwi Yadav from abroad had surfaced if he was indeed tending to his father. The exchange added a pointed personal dimension to what began as a procedural critique.

The Broader Accountability Argument

Kumar concluded by reiterating that elected representatives are chosen by the people to raise public concerns inside the Legislature, and that remaining absent for an entire session 'reflects a lack of seriousness towards democratic institutions and undermines the mandate given by the electorate.' This is not the first time attendance in the Bihar Legislature has become a political flashpoint — absenteeism among elected members has drawn periodic criticism across party lines in past sessions as well.

With the Monsoon session now concluded, pressure is likely to mount on both Pawan Singh and Tejashwi Yadav to demonstrate more visible legislative engagement when the House reconvenes.
