Washington, March 19 (NationPress) The United States is confronting an unprecedented challenge in deterring two nuclear powers simultaneously, according to senior defense officials addressing lawmakers. Military leaders have raised alarms about escalating threats from China and Russia in the realms of nuclear, missile, and space capabilities.

During a House Armed Services strategic forces hearing on Wednesday (local time), Robert Kadlec, the assistant secretary of defense for nuclear deterrence and chemical and biological defense, remarked that US strategy has reached a critical inflection point.

“The strategic nuclear breakout from China means we are now faced with the extraordinary challenge of deterring two nuclear rivals,” Kadlec emphasized. “This issue is not a far-off concern; it is a central organizing challenge for our defense strategy today.”

He elaborated that China is undergoing “the most rapid and opaque nuclear expansion in its history,” while Russia maintains “the world’s largest nuclear arsenal” and continues to depend on nuclear forces for coercive power.

Kadlec stressed the necessity for the US to prepare for “the genuine possibility of coordinated or opportunistic aggression across multiple theaters.” He asserted that Washington does not need to match its adversaries “warhead for warhead” but requires a force strong enough to impose “unacceptable costs on both adversaries under any circumstance.”

He called for complete funding and, where feasible, acceleration of the Sentinel intercontinental ballistic missile, Columbia-class submarine, B-21 bomber, and Long Range Stand Off cruise missile.

Kadlec also advocated for theater-range nuclear options, citing the SLCM-N as a vital tool for managing escalation in conflicts with peer competitors.

The hearing underscored rising concerns regarding space. General Stephen Whiting, commander of US Space Command, noted that American military operations are increasingly reliant on space systems and cautioned that rivals are moving swiftly to counter them.

“Let there be no doubt, our adversaries are advancing at an alarming rate, developing and deploying capabilities to deny us access to space,” Whiting stated.

He pointed out that China has integrated space-enabled effects across its military branches and is deploying weapons specifically designed to outmaneuver and destroy US satellites. Russia, he added, continues to showcase capabilities aimed at disrupting US assets, including “the potential deployment of a nuclear weapon in orbit.”

Marc Berkowitz, assistant secretary of defense for space policy, used his testimony to support President Donald Trump’s proposed “Golden Dome for America,” labeling it “a comprehensive next-generation defense against the most catastrophic threats facing the United States.”

“The Golden Dome will safeguard our homeland, citizens, critical infrastructure, and second-strike capability,” Berkowitz stated. He described it as “a necessary and pragmatic response” to escalating threats from ballistic missiles, hypersonic weapons, and advanced cruise missiles.

Democrats sharply criticized both the program and the broader strategic approach. Ranking member Seth Moulton emphasized the need for “strength, not chaos” and cautioned against “fueling an arms race for even more.”

General Gregory Guillot, commander of US Northern Command and NORAD, indicated that homeland defense leaders are adapting to the evolving threat landscape. In January 2026, USNORTHCOM activated Joint Task Force Gold “to function as the operational arm for a future layered defense system provided by the Golden Dome for America.”

Admiral Richard Correll, commander of US Strategic Command, noted that the US is modernizing during “this critical bi-generational period of modernization and recapitalization.” He explained that the strategic challenge is to deter “multiple nuclear competitors while simultaneously adapting to significant technological change.”
